Tompkins Community Bank Senior CRA & Fair Lending Officer in Ithaca, New York

Overview

Responsible for performing various complex duties relating to Compliance function specializing in the Community Reinvestment Act (CRA), Fair Lending and Home Mortgage Disclosure Act (HMDA) programs, and providing direct assistance to the Director of Bank Compliance for the Company. Works with all markets and their associated programs and personnel.

Flexible Location: This position is located at our Corporate Headquarters office in Ithaca, New York. Tompkins also maintains administrative offices in Batavia, New York, Buffalo, New York, Pittsford, New York, Brewster, New York and Wyomissing, Pennsylvania. This position can be based at these locations and will have a flexible, hybrid schedule.

Responsibilities

  • Maintains thorough knowledge of all CRA, Fair Lending, HMDA and corresponding regulations. Assist with the Bank’s CRA and Fair Lending programs to ensure compliance with the requirements of the laws, regulations and acts.

  • Leads and coordinates implementation of the CRA Modernization Rule and Small Business Lending Rule under Section 1071.

  • Maintain report on NYS Minority Owned Business LAR – monitor partner system settings appropriately.

  • Leads and coordinates the monitoring and tracking of multiple areas for CRA reporting including Qualified Investments, Community Employee Involvement, Community Development Loans and Qualified Donations. Maintains documentation to support the community development qualification of the activity.

  • Collects and analyzes data, maintain databases, and coordinates completion of HMDA and CRA small business/small farm reporting. Maintains all supporting documentation in the reporting process including the collection of forms, documents, articles, spreadsheets, logs, photos, input sheets, seminar activity, samples of materials, etc. to satisfy reporting requirements.

  • Coordinates maintenance and updating of CRA Public Files annually or as needed per CRA and HMDA requirements.

  • Monitor and suggest enhancements to the lending, service, and investment strategies to support the Company’s CRA efforts.

  • Utilizes Fair Lending and CRA Analytics Software to perform analysis and create reports and maps for distribution among management and examiners.

  • Performs annual written CRA Self-Assessment for the bank.

  • Identify potential areas of compliance vulnerability. Implement risk solutions and develop/perform annual Fair Lending Risk Assessment to identify Fair Lending risk associated with levels of assistance, underwriting, pricing, steering and servicing.

  • Takes a lead role as a resource for team members with CRA and Fair Lending questions, and in maintaining CRA and Fair Lending resource information.

  • Provides training to management as needed to ensure understanding CRA, Fair Lending, and HMDA requirements, including identification of community development lending, investment and service opportunities in the assessment area.

  • Partners with team members in branches, residential mortgage, consumer lending, commercial lending, loan servicing and other related departments to provide training and feedback on errors to ensure an overall understanding of processes, reporting practices and how to recognize community development lending opportunities in the assessment areas.

  • Assists in managing federal and state compliance, Fair Lending and CRA regulatory exams by preparing requested information and documents in advance of the exam, working with examiners to provide information during the exam, understanding deficiencies and taking corrective action necessary to resolve findings identified in the exam results.

Additional Responsibilities:

  • Assist in developing and delivering reports on the CRA and Fair Lending programs to board of directors and various regulatory agencies.

  • Works with federal and state compliance examiners; takes/recommends action to correct deficiencies.

  • Serve as a member of the CRA/Fair Lending Committee and any other working groups or committee as needed.

  • Informs the Director of Bank Compliance of progress and/or difficulties in carrying out their responsibilities.

  • Act as a liaison for Director of Bank Compliance in their absence.

  • Work with Marketing to ensure the banks’ outreach to Low to Moderate income (LMI) individuals and geographies and Majority Minority geographies is adequate and documented.

  • Assist in developing materials used for seminars and homebuyer sessions.

  • Assist with other departmental activities as assigned.

  • Occasional travel to bank locations.

Qualifications

  • Bachelors degree or equivalent combination of education and work in a directly related field with specialized training in regulatory or legal administration.

  • Minimum of 5 years’ experience in related position.

  • Specialized training in compliance, regulations, risk management, CRA, Fair Lending or HMDA.

  • Proficiency utilizing software programs such as Microsoft Office products and specialized compliance reporting software.

  • Proficient interpersonal relations, excellent written and verbal communication skills with a demonstrated ability to communicate effectively across all levels of the organization including senior management, CEOs and BODs; ability to teach concepts to others.

  • Analytical minded with the ability to collect and input large amounts of data, assess risks and draw conclusions.

  • Ability to conduct thorough research, interpret and understand laws and regulations, and provide workable recommendations and solutions to problems.

  • Must be able to read, comprehend and interpret laws, regulations and guidelines and apply the interpretation.

  • Valid Driver’s License.

Preferred Qualifications:

  • Previous experience in Lending, Compliance or Real Estate.

  • Thorough knowledge of applicable banking regulations.

  • Previous experience with CRA/Fair Lending Analytics Software.

  • Specialized compliance certification(s).

Pay Range
