National Park Service Maintenance Mechanic Leader in Isle Royale National Park, Michigan
Summary A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. This position is a working leader assigned responsibility for building and utility maintenance work. The position provides daily direction to workers to accomplish trades work on a regular and recurring part of the job. Responsibilities Passes on to other workers instructions received from supervisor. Demonstrates proper work method and sets the pace for the crew. Ensure necessary supplies, materials, equipment and tools are available when needed. Checks work in progress and upon completion determines if supervisor's instruction are being followed and timelines are met. Ensures safety and housekeeping rules are being met. Constructs, alters, modifies or repairs a wide variety of features in buildings and other facilities. Installs, modifies and repairs new and existing utility supply and disposal systems. Performs painting duties with little oversite or review during progress or completion. Lays out and plans masonry work. Responsible for installing new roofs including flashing, gutters and other accessories. Makes repair that can be accomplished by removing, replacing, tightening, splicing soldering and insulating defective electrical components. Isle Royale National Park is a large, remote, and isolated island in the northwestern corner of Lake Superior. With numerous lakes and native wildlife such as moose and wolves, the park offers a superb setting for recreational opportunities such as boating, kayaking, canoeing, backpacking, camping, fishing, hiking, and more. Isle Royale is located approximately 70 miles north of the park's administrative headquarters in Houghton, MI. The incumbent will be duty stationed on the island and occupy government quarters. Rent will be paid by the incumbent based on OMB Circular 45 guidelines. Isle Royale is 99% federally-designated Wilderness with no roads, few telephones, no cellular coverage, limited amenities, and limited opportunity to travel to the mainland. The primary mode of travel throughout the island is by boat or hiking. Internet access for personal business on government computers is permitted during non-business hours. Government provided Wi-Fi is also available at most duty stations. Groceries and other supplies are delivered weekly or bi-weekly depending on incumbent's specific duty station on the island. To protect Isle Royale's fauna from disease and other maladies, pets are prohibited. Motorboat Operation/Instructor Certification Course: Applicant must be able to obtain a Motorboat Operator Certification Course (MOCC) or Motorboat Operator Instructor Certification Course (MOICC) or equivalent after entrance on duty date. Drug Testing: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Minimum Age: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Your experience must demonstrate the potential ability to lead by meeting the following 4 factors: 1.) Ability to communicate 2.) Integrity 3.) Willingness to accept policy 4.) and knowledge of Maintenance work in at least two of the follow trades (Carpentry, Plumbing, Painting, Masonry, Wastewater Treatment, Water Treatment Plant Operations, Roofing, or Electrical). Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. Physical Demands: Physical effort is heavy to moderate, and requires occasional lifting or handling of objects or materials up to 50 pounds, unassisted, following proper lifting procedures to avoid injury. Frequently required to stand while working, climb ladders or scaffolding, and bend, stoop, climb, and work in awkward positions. Working Conditions: Exposed to a variety of seasonal weather conditions while working outdoors (temperatures -40 to 90+ degrees). Subject to danger of falling from ladders or scaffolding. Exposed to dust, dirt, wind, and rain. May work with dangerous chemicals and around moving equipment; paints, solvents, etc. May be exposed to electrical shocks, and biting insects. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
