DAI is currentlyseekinga dynamic and experienced Chief of Party (COP) to lead theanticipatedfive-year USAID She Leads, Pakistan Rises (SLPR) activity. The primary aim of this project is to bolster women’s participation in Pakistan’s economy by empowering women-led businesses (WLB), including start-ups and micro, small, and medium enterprises (MSMEs). The project will concentrate on enhancing access to finance,leveragingdigital technology,optimizingoperational performance, strengthening supply chain linkages, and fostering the entrepreneurship ecosystem to support WLBs in their journey of starting, expanding, and innovating.

Responsibilities include, but are not limited to:

  • Provide strategic leadership, management, and technical direction across all activity focus areas asrequired.

  • Overseefinancial managementand compliance with local labor laws, USAID regulations, and DAI policies and procedures.

  • Develop andmaintainstrong relationships with USAID, government counterparts, program stakeholders, implementing partners, private sector organizations, and DAI's program management unit.

  • Monitor program progress,identifyissues, and guide adjustments to ensure effective implementation and achievement of results.

  • Manage contract administration, including personnel, budgeting, reporting, monitoring, evaluation, and communications to meet project goals andobjectives.

  • Review all deliverables for quality, accuracy, and completenessin accordance withcontractual reporting requirements.

  • Supervise senior management, technical and administrative staff, and subcontracting organizations.

  • Integrate cross-cutting principles such as gender, equity, and social inclusion into program activities.

  • Foster collaboration, mentorship, and development of local technical and administrative staff.

Qualifications:

  • Master’s degree or higher in business administration, economics, or a related field.

  • 10-15 years of experience in one or more of the following technical areas: women's economic empowerment, access to digital technology, entrepreneurship ecosystem strengthening, access to finance, business development services, private sector engagement,or anotherfield.

  • At least 5 years of experience in a leadership role, managing large, complex projects. This includes overseeing project teams, making strategic decisions, and ensuring successful project outcomes.

  • Proven experience working on USAID-funded programs. Familiarity with USAID regulations, compliance requirements, and project management practices isessential.

  • Demonstratedability tomaintainrelationships with a diverse range of stakeholders including government counterparts, academia, research institutions, private sector entities,WLBs,business associations, development partners, media, civil society, training centers, professional associations, startup accelerators/incubators, and other relevant actors in the innovation ecosystem.

  • Proven capabilities in high-level strategic vision, innovative programming, and leadership of multidisciplinary teams.

  • Demonstrated leadership, versatility, and integrity.

  • Fluency in written and spoken Englishrequired;additionalproficiency in provincial languages (Sindhi, Punjabi, Balochi, and/or Pashto) isadvantageous.
