The Opportunity:

  • CACI is seeking a Wartime Readiness and Exercise Planner to provide research, planning, evaluation, and analysis support to the Ship Repair Facility and Japan Regional Maintenance Facility (SRF-JRMC).

  • SRF-JRMC requires the development of a Theater Campaign Plan (TCP) to shape the environment in the USINDOPACOM Area of Operations; Concept Plans (CONPLANs); and Operational Plans (OPLANS) to ensure the Combatant Commander is postured to rapidly respond to any type of contingencies.

Responsibilities:

  • Manage organizational exercise planning, execution, and evaluation.

  • Manage organizational wartime process planning and drafting.

  • Manage theater exercise planning and execution.

  • Manage enterprise exercise planning and execution.

  • Manage collaboration throughout the Echelons regarding wartime readiness.

  • Conformance with OPLANS.

  • Conformance with maritime support plans.

  • Mitigation of Risk to Mission.

  • Integration of other service components’, allies’, and partner nations’ requirements.

  • Assess the success and shortcomings of SRF-JRMC by evaluating objectives, tactics, and outcomes, considering factors such as enemy engagement, casualties, and equipment performance.

  • Conduct debriefs with the SRF-JRMC involved in exercises, extracting firsthand accounts and insights to enhance the understanding of mission dynamics.

  • Work closely with intelligence teams to incorporate relevant data into assessments, contributing to a more comprehensive understanding of the operational environment.

  • Develop and implement metrics to measure the effectiveness of military operations, helping to identify trends and areas for improvement.

  • Prepare detailed reports and presentations summarizing wartime readiness and expeditionary maintenance capability, providing actionable recommendations for SRF-JRMC leaders and decision-makers.

  • Establish systems for ongoing monitoring of combat operations, ensuring that assessment data remains current and relevant for adapting strategies.

  • Identify lessons learned, both successes and failures, and create strategies to apply these insights to future operations.

  • Evaluate potential risks and vulnerabilities within military operations, offering insights to minimize future threats and enhance overall mission success.

Qualifications:

Required:

  • Bachelor's Degree from an accredited college or university.

  • At least 10 years of experience supporting the Department of Defense (DoD), including at least 5 years of experience in military operations.

  • At least 3 years of experience working in military plans.

  • At least 3 years of experience in a senior military staff office (Service HQ, Combatant Command, Numbered Fleet).

  • Knowledge of the Indo-Pacific AOR.

  • Knowledge of the surface ship maintenance programs.

  • Experience conducting research on a range of topics and functional areas.

  • Experience in operational and/or strategic levels of DoD planning and/or execution.

  • Excellent oral and written communication skills.

  • Proficient at authoring analytical and/or policy documents.

  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint).

  • Must have an active Secret security clearance.

Desired:

  • Navy War College graduate with Joint Professional Military Education (JPME) Phase I qual.

  • 10 or more years of experience in military plans.

  • 5 years' experience working in the USINDOPACOM AOR.

  • Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA).

  • Detailed knowledge of USINDOPACOM policy and strategy and a thorough understanding of USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests.

  • Detailed knowledge of surface ship repair organization and execution.

  • Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval.

  • Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.

The proposed salary range for this position is:

$109,400 - $240,700
