Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY SUPPLY MANAGEMENT OFFICER, Position Description Number D2650000 and is part of the PA Training Center, National Guard 1 or more Position(s) may be hired against this Announcement. INDEFINITE WITH ROLLOVER Position may lead to permanent assignment without further advertisement. Responsibilities As a SUPERVISORY SUPPLY MANAGEMENT OFFICER, GS-2003-12, you will plan, direct and organize the housing assignment, billeting, and logistical operations of a GTC to include such functions as inventory and storage management, quality assurance, maintenance, procurement and property utilization and disposal. Exercise direct supervisory and personnel management responsibilities. Provide supervisory responsibility for subordinate acquisition workforce personnel. Render technical assistance and guidance to the Base Operations Manager, and higher levels of command for logistical services, and assists all other directorates with requisitioning supplies and equipment. Meet with National Guard Bureau personnel, other governmental agencies, state National Guard Commands and activities on logistical matters, plans, policies and directives. Develop plans to support continuous training center operations. Coordinate with Army Subsistence Command and other agencies to ensure the Logistics Civil Augmentation Program (LOGCAP) and other logistical contracts are prepared in accordance with regulatory guidance. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Training Center AOC 2: NG employees in the Training Center AOC 3: NG Employees of the Pennsylvania National Guard TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades: OFFICER: O3-O5 Supervisor for this position is Mr. John Mance GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field and experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicants must indicate at least 36 months of experience, education, or training supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
