Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D1899000 and is part of the PA United States Property and Fiscal Office, National Guard. Responsibilities As a Supervisory Logistics Management Specialist, GS-0346-13, you will plan work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work. Manage, plan, organize, direct, monitor, control, analyze and coordinate the operations of the Supply and Services Division, to include property management, material management, transportation, supply and storage management, central issue facility management, Ammunition Supply Point operations, SARSS operations, and Cannibalization Point operations, through the use of logistics automation. Demonstrate mastery of general supply program management by applying new concepts and developments to supply problems that may depart from established practices. Conduct in depth analysis and reviews, and issues directives and procedural instructions extending beyond local operations involving multi-level and multi-agency logistics operations. Provide staff and installation support for equipment distribution/redistribution plans and programs. Advise the USP&FO and Command Staff on installation logistics, transportation, and supply readiness status of units. Conduct and develops long range plans and participates with other agencies (Dept of the Army, Dept of Air Force, Installation Management Agency, Northern Command, Federal Emergency Management Agency, other states' United States Property and Fiscal Officers, Department of State, Department of Homeland Defense and other applicable state and federal agencies) to determine sufficiency of current logistics support systems and facilities to meet future organizational and mission requirements. Serve as activity/fund manager for assigned logistics accounts. Evaluate and analyze operational trends for effectiveness and efficiency. Determine installation (State) requirements for accomplishing the handling of unusual requests, receipt, storage and disposition of large shipments, large items, hazardous cargo, precious metals, material recycling, and hazardous waste disposal. Perform program responsibility for the USP&FO commercial, equipment and personnel transportation support functions, provides oversight, and establishes operating guidance and policies for transportation support for the state. Perform the full range of supervisory personnel functions. Attend conferences, workshops and meetings on matters of policy and procedures. Plan, direct and execute supply and services requirements for mobilization and demobilization of units. Perform other related duties as assigned. AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently service in another branch of service who are willing to become members of the PANG Military Grades: OFFICER O4-O5 Supervisor for this position is LTC Glenn Sudol *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.
