Role Overview:
The Energy Assistance Program Training Analyst contributes to fulfilling IHCDA's mission by providing support for the Energy Assistance Program (EAP), serving as a point-person for subrecipients and the broader EAP network; assisting with marketing and communications; continuously improving and analyzing EAP policies, procedures, and outcomes; helping with the development of State plans; and assisting with the completion of federal and agency reporting. There will be a heavy emphasis on the continuous training of the sub-recipient network.
Salary Statement:
The salary for this position traditionally starts at $ $47,320 but may be commensurate with education or work experience.
A Day in the Life:
Program Strategy (in partnership with Energy Assistance Program Manager)
Develop program strategy in partnership with Energy and Utility Managers
Understand and apply program rules, policies, legislation, and guidance
Assist in the preparation of state plans and program manuals/documents
Create and update SOPs for job duties
Draft program guidance, manuals, and other policy documents
Provide support for federal and agency reporting
Review sub-recipient-submitted documents and work with these groups on updates as needed to comply with program expectations and guidelines
Assist in drafting client updates and other correspondence as requested
Attend and participate in departmental meetings
Training
Work directly with Quality Assurance and monitoring teams to identify knowledge gaps within the network to better plan and execute trainings
Create various ongoing training plans based on the needs of the network
Design and facilitate training for the network of providers on key EAP policies and procedures
Develop a year-round training program for EAP administrators, targeting key topics at different times of the EAP season
Work closely with IHCDA’s Vendor Analyst to align training of network with vendor training, when applicable
Identify and prepare team members to assist with training
Utilize innovative training tools to improve engagement in training
Create evaluation tools to identify areas for improvement
Play a key role in the training of the new EAP software system. This includes working with the team and developer to ensure the components of the system work for various stakeholders
Attend relevant conferences, community events, and training and conduct site visits at sub-recipient locations to gain program insight and further program goals, contingent on the availability of opportunities and budget
General Team Support
Maintain positive and successful working relationships with all members of the Community Programs staff as well as local service providers, consultants, and other program partners
Contribute to monitoring visits made by federal or state funders
Coordinate with the Manager and other IHCDA departments as needed to respond to sub-recipient/client questions
Elevate issues to the Manager and Director as needed
Represent IHCDA and Community Programs on external committees, at sub-grantee events, training, conference calls and webinars, and at national organization events
Acquire and maintain any certifications needed to perform job duties
Perform related duties as assigned
What You'll Need for Success:
Bachelor’s degree required. Two years of professional-level experience may be substituted for a degree.
Experience with Adult learning methods and training preferred.
Experience developing partnerships preferred.
