Position Summary

Position is responsible for the directing of the department’s communication, marketing and public relations activities, both internal and external, with an over-arching performance goal of coordinating internal and external agencies’ efforts on neighborhood outreach programs, developing industry standards communication protocols, articulating Department’s positions on programs and policies, and promoting Office of Public Health & Safety.The City of Indianapolis prioritizes and celebrates diversity, equity, and inclusion in all its forms. Position Responsibilities

Manages a broad range of communications, marketing and public relations activities and the strategic vision, planning and implementation of these activities.Designs a comprehensive set of strategic communications and public relations approaches aimed at external and internal marketing and development opportunities.Ensures that department’s communication, marketing and public relations strategies are well integrated and coordinated internally as well as with other city agencies.Develops proactive messages/storylines and coordinate media interest in the department by ensuring regular contact with target media and appropriate response(s) to media requests.Responsible for editorial direction, design, production and distribution of the department’s publications including, but not limited to, electronic communications, memorandums, videos and other promotional materials.Ensures staff works actively with department’s divisions to fully understand short- and longer-term missions and develop approaches, strategies and tools to communicate division challenges and accomplishments.Ensures evaluation systems are in place to measure effectiveness of goals, objectives and activities.OFFICIAL JOB DESCRIPTION2Organizes and implements internal and external customer relations including, but not limited to, customer/vendor satisfaction surveys; internal department activities; internal skills training; and special events/seminars.Supervises other OPHS Public Information OfficersThis list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time.

Qualifications

Bachelor’s degree in communications, public relations, marketing, journalism, government or related field and a minimum of five (5) years related work experience. Strong communication (written and verbal), creative, strategic, analytical, organizational and personal sales skills are required. Strong working knowledge of departmental programs and policies are required. Extensive experience working with media such as print, radio, TV and web-based communications outlets is preferred. Must be able and willing to contribute to policy and program development. Strong personnel management skills required. Must be able to establish and set priorities according to time sensitive information in order to have continued success in this position. Must be able to work independently as well as with a team.

Independent Judgment

Independent judgment is utilized when there are no available policies and procedures and errors in judgment may cause inconsistencies and inconveniences as well as regulatory and budgetary problems. Incumbents must rely on experience, judgment and timelines to plan and accomplish tasks in a timely manner. Position is required to work independently as well as work well on a team. Duties are performed under little to moderate supervision.
