What you'll be doing?

As a Housing Support Liaison, you will play a crucial role for coordinating housing information for Armstrong-Indiana Behavioral & Developmental Health Program consumers in Indiana and Armstrong Counties. 

The Housing Support Liaison will Assess, develop, and coordinate a housing need plan in coordination with the CHIPPS Coordinator at I & A Residential, Inc.

You will act as the Armstrong-Indiana Behavioral & Developmental Health Program Liaison in initiating and coordinating referrals for priority consumers to appropriate housing resources and other county housing service providers and social service organizations. 

You will conduct outreach efforts to engage with homeless or nearly homeless community members, and provide them with information and referrals to human service programs and healthcare services.  You will help enroll them into appropriate human service programs to eliminate barriers to their housing to assist them to remain living independently in the community. Additionally, you will be responsible for correspondence, studies, and reports as required by program procedures.

To excel in this role, you must have excellent communication and interpersonal skills. You should be able to build rapport and trust with diverse individuals and be able to, effectively, communicate information in a clear and understandable manner. Additionally, you should have strong organizational skills and the ability to manage multiple tasks and responsibilities.

  Duties & Accountabilities:

  • Housing services will include: 
    • Planning of housing;
    • Technical assistance in applying for housing assistance;
    • Improving the coordination of housing services;
    • Assessing the need for help with Security deposits 
    • Matching eligible individuals experiencing homelessness with appropriate housing situations; and
    • Assessing one-time rental payments to prevent eviction.
  • Maintain consumer files with information relating to their housing needs including the housing need plan. 
  • Develop, implement and monitor policies and procedures for the consumer referral assessment
  • Coordinate advocacy support for consumers dealing with housing issues as a result of their mental illness. 
  • Provide services needed by consumers that are not otherwise available, including, but not limited to, life skills education, budget counseling and transportation. 
  • Participate in local, regional and safe housing committees and work groups to seek out opportunities for involvement in planning and developing housing options for Armstrong-Indiana Behavioral & Developmental Health Program consumers. 
  • Prepare correspondence, studies, and reports associated with administering the housing plan, as required and approved by the supervisor. 
  • Participate and complete SSI/SSDI Outreach, Access, and Recovery (SOAR) Training in order to complete applications for all homeless and/or disabled clients including all other housing/homeless programs. 
  • Attend all training, as required by the supervisor and funder, including, but not limited to, PA HMIS, SOAR Training, etc., travel required.
  • Prepare and distribute informational materials and talk to groups about the BDP Housing Program. 
  • Provide outreach and education to local service providers, stakeholders and individuals within Indiana County through presentations at social service meetings, telephone connections with potential referral agents and the appropriate use other communications mediums for educating the community on these ervices.  
  • Promote practices that support equity, diversity, inclusion, and cultural humility.  
  • Other duties and projects as assigned.

REQUIREMENTS:

  • Must possess a B.A. or B.S. Degree.
  • Must be able to work independently without close supervision.
  • Excellent verbal skills and ability to relate with the public and speak to group audiences
  • Knowledge of the respective county, and familiarity with the social service network and community resources.
  • Must have basic computer skills, have the ability to utilize computers, including the use of internet, and the ability to learn software programs.
  • Good organizational skills and have the ability to meet deadlines in a timely manner.
  • Valid PA Driver's license with clean driving record
  • Reliable transportation and willingness to travel in Indiana County and other counties if required.
  • Must have vehicle insurance to comply with agency standards of coverage.
  • Clean Driving Record

  • Act 33 & 34 clearances and FBI clearance with fingerprinting will be obtained upon hire.
