City of Hutchinson Public Works Maintenance Lead Operator in Hutchinson, Minnesota

DUTIES AND RESPONSIBILITIES Leads and organizes crews of various sizes and configurations or works alone conducting maintenance activities as directed. Uses a variety of vehicles, equipment, tools, materials, and methods, to maintain infrastructure and properties owned by the City of Hutchinson. Includes work in the following areas and departments: * Streets * Storm Water System * Snow Removal * Street Signs and other Signs * Streetlights * Sidewalks, trails, and walkways * Hutch. Area Transportation Services facility * Equipment maintenance * Cemetery maintenance * Airport maintenance * Miscellaneous facility maintenance 1. Coordinates and oversees (and may develop) the following: a. Day-to-day maintenance activities related to infrastructure, facilities, and general operations. b. Activities with other supervisors and lead personnel inside and outside of the department in order to effectively support City-wide operations. c. Daily use of materials, vehicles, and equipment related to infrastructure, facilities, and general operations. Work with Equipment Mechanic to ensure maintenance schedules for vehicles and equipment are followed. Ensures operator-level vehicle/equipment records are updated and maintained. d. General maintenance services, including but not limited to: identifying needs, evaluating options to address problems and preparing work orders, and directing routine maintenance activities. e. Routine and emergency maintenance activities with contractors and/or other city departments as necessary, including overseeing work performed by contractors to ensure project goals and specifications are met. 2. Assists Public Works Manager with the following: a. Organizing routine, preventative, and emergency maintenance activities. b. Developing annual budgets relating to infrastructure, facilities, and general operations. Adjusts maintenance activities, as needed, to operate within budget constraints. Immediately reports emergency needs or the need for significant budget deviations. c. Coordination of special maintenance projects d. Arranging work schedules of full-time and seasonal personnel to support department functions. e. Preparation of job evaluations and performance pay recommendations and recommending seasonal personnel needed to support operations in accordance with departmental budget. f. Provides recommendations for improvements in policies, procedures, guidelines, and schedules affecting department. g. Reporting personnel availability on daily basis, including roll call, daily activities, employee absences, etc. 3. Trains operators in use of equipment, material and methods related to infrastructure, facilities, and general operations. 4. Responds to emergency calls and dispatches, as necessary, operators for emergency maintenance activities after hours. 5. Routinely inspects infrastructure systems to determine necessary maintenance work. Ensures maintenance schedules are followed. Assists the Public Works Manager in updating and maintaining maintenance schedules. Assists in developing and prepares maintenance reports for departmental use. 6. Assists crews by performing hands-on maintenance work as part of a crew to ensure appropriate productivity. To enhance productivity, performs hands-on maintenance work alone in cases when other operators are engaged in work. 7. Represents City employees in coordinated activities at the HATS Facility and between City, County, and State supervisory employees. Occasionally acts as a resource to the HATS Joint Powers Board. 8. Ensures employees attend required safety and job-related training required. Ensures employees follow safety procedures to efficiently and safely accomplish their respective assignments. 9. Supervises prescribed snow removal operations for ice control, light snow events, and ensures light snow/ice control routes and priorities are completed. Assists the Public Works Manager by continuously monitoring weather and street conditions. Assists the Public Works Manager in planning, coordinating and executing operations during heavy snow events. 10. Acquires and disposes of materials, supplies and equipment in accordance with the City policies. 11. Performs the duties of the Public Works Manager relating to operations and maintenance in the Public Works Manager s absence. 12. Performs related duties as assigned or as apparent. EQUIPMENT All department vehicles and equipment, shop tools, supplies and materials used by Operations & Maintenance. Personal computer and related software and hardware. Communications equipment including telephone, cell phone, and two-way radio. WORKING CONDITIONS Outside and shop conditions in all weather. Occasional scheduled overtime, on-call time. Unscheduled hours for snow removal. Occasional unscheduled weekend hours or work after normal working hours responding to emergencies.
