Performs and coordinates highly advanced transportation engineering operations or maintenance support work such as construction and/or complex contract maintenance inspection; light and heavy equipment operation; roadway maintenance; traffic control; helping the public during emergency situations; and training other employees. May serve as a lead worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Essential Duties:Maintains liaison and acts in a consultative capacity with local utility companies, engineering consultants and the general public regarding utility and driveway placements.Performs on-site inspection of the installation/construction of driveways and utilities permitted to ensure compliance with approved permit and to verify proper traffic control measures are being followed.Consults with area engineer and/or maintenance supervisor on complex utility/driveway permit issues.Maintains permit documentation, records and plan sets.Meets with the public to resolve the problems of encroachments on state right-of-way.Reviews and processes driveway permits.Works closely with city and county agencies and coordinates the departmental review of site plans for developments abutting the state right-of-way.Inspects traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices.Performs other job responsibilities as assigned
