Title:

Senior Program Analyst

KBR is seeking a Senior Program Analyst to provide direct mission support to the Army’s Search Track Acquire Radiate Eliminate (STARE) Project Office. This position is located at Redstone Arsenal, AL. The primary duty is to serve as a Senior Program Analyst for the STARE Operations Directorate. The Senior Program Analyst will provide support across the STARE portfolio, which includes efforts for future Army Air and Missile Defense sensors. Duties include, but are not limited to:

  • Analyzes program activities such as acquisition program planning, management techniques, or documentation requirements.

  • Aids in developing and implementing strategies to achieve program objectives safely and within agreed time, cost, technical, quality and other performance criteria. Products are generally related to acquisition strategies/plans and other statutory/regulatory documentation (writing, editing, cross-walking, and compliance checking), briefings and white papers supporting STARE project office lines of effort.

  • Supports the STARE operations director in executing his/her mission as single point of integrative responsibility needed to ensure that everything in the directorate is managed effectively to ensure successful outcomes. Also provides support to the STARE Project Manager in program progress reviews and other performance reviews. May also assist in creating/briefing higher level executive agency system acquisition or program summary reports.

  • Analyzes business or operating procedures to devise the most efficient methods of accomplishing work. Plans study of work problems and procedures, such as organizational change, communications, information flow, or programmatic analysis and reporting methods.

  • Gathers and organizes information on problems or procedures including present operating procedures. Analyzes data gathered, develops information and considers all available solutions or alternate methods of proceeding. Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes. Confers with personnel concerned to assure smooth functioning of newly implemented systems or procedures.

  • May develop new systems and processes; train personnel in application. May conduct operational effectiveness reviews to ensure functional or project systems are applied as designed and functioning satisfactorily. May develop or update functional or operating manuals outlining established methods of performing work in accordance with organizational policy.

  • May participate in strategy development. Proactively identifies and solves complex problems that impact the management and direction of the STARE Project Office. Guides multidisciplinary projects or initiatives.

  • Influences internal/external customers and/or industry issues that have an impact on the STARE Project Office.

  • Mentors and advises teams on highly visible multi-disciplinary projects or initiatives; provides thought leadership.

  • Collaborates with senior management, governmental agencies, internal and external customers to influence decisions.

  • May have formal, but limited, supervision of team members at a Directorate level to include verification of timecards, oversight of daily tasks/schedules and input into performance appraisals.

  • May have resource responsibility such as staffing levels and budgets. May be the primary customer contact for assigned area of responsibility.

Required Skills:

  • Active DoD Secret Security Clearance

  • Bachelor’s Degree and 10+ years of related work experience.

  • Strong knowledge of office management systems and procedures.

  • Exceptional organizational and time management skills.

  • Excellent written and verbal communication abilities.

  • Attention to detail and accuracy.

  • Proficient in Microsoft Office Suite, MS Teams and SharePoint.

  • Ability to handle multiple tasks and work under tight deadlines.

  • Strong problem-solving and decision-making skills.

  • Ability to work independently with minimal supervision.

  • Professional demeanor and strong interpersonal skills.

  • Flexibility to work outside regular business hours when necessary.

Preferred Skills:

  • Familiarity with US Army, OSD and DoD organizations and staff processes desired.

  • Familiarity with the DoD Acquisition process, standards and requirements desired.
