Team (Project) Introduction

HBA (Heuristic Behavior Analytics) is a significant part of VAs overall defensive security strategy. The project will provide a tool and sensor baseline to support continual heuristic analysis of behaviors to identify anomalies by defining normal baselines of behavior and traffic patterns. HBA will also provide comprehensive visibility into data and traffic throughout the network. Successful implementation of this solution requires a leader who is familiar with VAs data, processes, policies, controls, infrastructure, and organizational landscape and who can oversee a phased, integrated, and detailed approach to deploying, tuning, and operating the HBA solution.

9th Way Insignia Solutions has an opening for a Deployment Manager, Senior to work in support of the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Office of Information Security (OIS) on the Heuristic Behavior Analytics (HBA) implementation. This high-profile position serves as Insignias primary point of contact and leads the day-to-day deployment and operations and maintenance (OandM) of the HBA technical baseline, ensuring that the HBA technical scope is delivered within budget, schedule, and quality requirements.

The Senior Deployment Manager position aligns as Level Engineer 3 at 9th Way Insignia. An Engineer 3 at 9th Way Insignia accomplishes department objectives by managing staff and processes and evaluating department activities. A Manager is responsible for planning, directing, and overseeing the operations and fiscal health of a unit, division, or department.

Functional Job (LCAT) Information

A Senior Deployment Manager must have experience in leading a team in the fielding of IT systems, networks, hardware and software of both a simple and complex nature. Must have extensive knowledge in the creation of deployment plans, the creation of cost, schedule and performance expectations based on input from all team members. Must be able to identify all activities required in the near, mid and long term phases of a program. Must have experience in a wide variety of environments and equipment. Must have experience in planning in order to ensure that deployment can be performed on schedule and with the available resources.

Responsibilities:

  • Manage all company and contractor resources and supervise deployment, installation, and OandM staff in the performance of work on this contract.

``` - Oversee the infrastructure and operations of the HBA solution and support associated client interactions specific to deployment and OandM.

``` - Coordinate the HBA deployment and stakeholder/VA leadership interactions.

``` - Develop and execute a Deployment Plan outlining how the proposed commercial off-the-shelf (COTS) solutions will be deployed to multiple sites with varying size and scope

``` - Ensure that OandM support-related activities are in accordance with the Government Performance Work Statement.

``` - Work with Government staff to effectively manage, mitigate, and resolve deployment and OandM risks and issues.

``` - Monitor, evaluate, and coordinate deployment activities of both Insignia and subcontracted personnel to ensure that the project progresses on schedule and within the prescribed budget.

``` - Facilitate team cooper tion and promote collaboration between integration and deployment team members to achieve project goals and deliverables.

``` - Work collaboratively with client to assess needs, provide assistance, resolve problems, and manage and meet expectations; committed to providing quality solutions and services.

Requirements:

Technical/Security expertise is critical for the overall execution and success of the COTS-based HBA implementation and integration program. The Deployment Manager will coordinate the deployment and implementation of the fielded componentsincluding the CoreLight sensorsand the deployment of the ForcePoint solution in the VA Enterprise Cloud (VAEC).

Required technical expertise includes the following:

  • Bachelors degree in computer science, engineering management or other engineering or technical discipline is required.

``` - 10 years of experience, including 5 years of cybersecurity and cloud security experience at a government agency similar to VA or the Department of Defense.

``` - 8 years of additional relevant experience may be substituted for education.

``` - Experience developing and managing the Integrated Deployment Schedule for a COTS integration project or program that includes rapid deployments.

``` - Expertise in OandM-related activities to ensure the availability, accessibility, and reliability of both on-premises and cloud-based environments.

``` - Expertise in supporting COTS integration, systems engineering, and deployment efforts.

``` - Expertise in cloud solutions in both the Federal and commercial environments.

``` - Expertise with Federal Assessment and Authorization (AandA) and Authority to Operate (ATO) activities.

``` - Expertise in Federal policies, processes, and standards.

``` - Experience working with multiple stakeholders in a government contracting environment and managing competing priorities.

``` - Experience applying and promoting innovative and leading-edge programs and activities that cost-effectively manage risk and enhance the security of mission-critical applications.

``` - Experience developing and delivering senior-level briefs/presentations to customers.

``` - Excellent written and verbal communication skills

Preferred/Desired:

  • Experience with CoreLight software and/or ForcePoint sensors.

``` - One or more of the following: Project Management Professional (PMP), Information Assurance Technician (IAT) III, Information Assurance Management (IAM) III or Information Assurance System Architects and Engineers (IASAE) III certifications.

Salary Range

The salary range for this position is $96,370.33 - $129,000.00
