PRIMARY FUNCTION:

The Proposal Manager I is responsible for the successful management, coordination, preparation, and submission of responses to government Requests for Proposal (RFPs), other bidding opportunities and documents. Duties will consist of the full life cycle of proposal development including planning, scheduling, and managing competitive proposals.

ESSENTIAL FUNCTIONS

  • Coordinate with Director of Proposals, Graphics Manager and Capture Managers regarding proposal activities to ensure all proposal phases are executed upon approved proposal schedules/calendar.
  • Develop compliant, responsive, and competitive technical responses. This individual will be responsible for ensuring that the solution is contained in the proposal documents and presented in a creative, compelling, and compliant manner.
  • In concert with the capture manager, plan, coordinate the schedule for, select the membership of, and lead effective, results-driven storyboarding/story-lining, kickoff, and review meetings (i.e., Pink Team, Red Team, Gold Team, etc.).
  • Assist Capture Manager to develop win themes and strategies.
  • Leverage existing archived proposal information.
  • Develop targeted questions and interview technical and program management staff to extract critical information necessary to develop technical and managerial solutions.
  • Interact with Subject Matter Experts (SMEs) to ensure the accuracy of documentation.
  • Provide detailed guidance to proposal writers/contributors and subcontractors.
  • Manage writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the project timeline.
  • Perform quality check of all proposal sections and volumes to include creation and verification/validation of a detailed compliance matrix.
  • Manage the collection and editing of proposal materials to ensure compliance.
  • Ensure proposals are compliant with all section LandM or similar instructions/requirements.
  • Create new content for management, past performance, quality control and staffing sections.
  • Ensure deadlines are met.
  • Support and ensure proposal center processes are followed, standard style guide is used, and documents are submitted in accordance with established guidelines.
  • Communicate proposal-related requirements and status with senior management, as appropriate.
  • Monitor and remaining current on all amendments and modifications to the solicitation.
  • Maintain a regular and predictable work schedule.
  • Coordinate support and information from all the contributors in the bid development and approval process managing proposal team members (e.g., writers, coordinators, graphics).
  • Develop and maintain response information to use as a reference material for future proposals.
  • Track and report all Win/Loss information to help evaluate the performance of our business development proposal process.
  • Coordinate other assigned projects independently and in a timely manner.
  • Provide weekly/monthly/quarterly/annual status updates on specially assigned projects.
  • The Proposal Manager I may be required to perform other related duties to meet the ongoing needs of the organization

SUPERVISORY RESPONSIBILITIES

This position does not have supervisory responsibilities. This position has the responsibility and authority to carry out assigned tasks.

KNOWLEDGE, SKILLS, and ABILITIES:

  • Advanced computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Working knowledge of advanced software applications is preferred.
  • Excellent verbal and written communication skills are required.
  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff. Must represent the company a professional manner at all times.
  • Must be trustworthy - will routinely handle confidential info mation.
  • Must have management skills to direct and orchestrate large, multi-contractor proposal team efforts.
  • Demonstrated organizational capability and ability to balance multiple competing priorities under deadlines.
  • Proposal leadership skills, with the ability to build a strong team, effectively resolve conflict, and vector appropriate resources to maximize proposal development.
  • Experience in keeping a team focused and moving toward developing a compliant, compelling, competitive - winning document.
  • Ability to function effectively in a fast-paced, deadline driven environment.
  • Ability to work with little direction and handle multiple tasks.
  • Ability to work a flexible schedule which may include evenings and weekends as required.
  • Current on the latest proposal development tools and best practices.
  • Ability to write technical documentation through reading a solicitation and interviewing SMEs.
  • Strong professional customer service skills, including active listening, prompt service and follow-up.
  • Ability to produce, edit and review proposals, white papers, and request for information responses to Federal agencies.
  • Analytical skills with the ability to evaluate data and consider decision impact across multiple areas.
  • Ability to translate technical information into documents for technical and non-technical personnel.
  • Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.
  • Ability to work on short-term assignments with tight deadlines while managing multiple tasks and projects (may require some evening and weekend work).
  • Ability to perform basic mathematical computations.

QUALIFICATIONS:

  • Bachelors degree in English, Communications, Business, or similar field
  • Candidate must be familiar with Shipley Processes
  • APMP Foundation certification or equivalent knowledge of proposal best practices
  • Experience managing structured proposal processes and procedures required
  • Proficiency in Microsoft Office Suite, Adobe Creative Suite, SharePoint, and Deltek products preferred
  • Must be able to obtain and maintain a Government Security Clearance
