Position Description: Radiance Technologies, Inc. is seeking an experienced and detail-oriented Contracts and Procurement Manager to oversee and manage all aspects of our contracts, subcontracts, purchasing, and government property operations and staff. This individual will ensure compliance with applicable government regulations, manage contract administration, and lead the procurement process for goods and services required for the execution of our government contracts. The ideal candidate will have a strong background in government contracting, exceptional organizational skills, and the ability to navigate complex procurement processes. This role requires a strategic thinker who can proactively manage risk and ensure all contracts and procurement activities align with company goals and regulatory requirements.
Key responsibilities include the following: Manage and oversee the full contract lifecycle, including RFP analysis, pricing, negotiation, contract set-up, administration, contract file documentation and maintenance, troubleshooting, IP/data rights, property reporting, and close-out. Manage and oversee the procurement process, including internal purchase request packages, creation and issuance of RFP/RFQ packages, request and analyze quotes/offers, trouble-shoot, expedite, and coordinate subcontract/purchase order administration from award to close-out. Manage and oversee all Small Business Subcontracting Plan requirements. Manage and oversee negotiation and execution of Teaming Agreements and other corporate agreements (e.g. non-disclosure, license, royalty, etc.) Manage and oversee government property administration. Ensure compliance with federal, state, and local regulations (e.g., FAR, DFARS, EAR, ITAR) and other applicable laws. Collaborate with internal departments such as legal, finance, program management to ensure successful execution of contracts and procurement activities. Collaborate with Corporate and Executive Management staff regarding contract and procurement performance. Develop and maintain strong relationships with key government agencies and vendors. Provide guidance and mentorship to the contracts and procurement staff. Develop and deliver training on contract and procurement processes and best practices. Stay up to date with changes in procurement laws and regulations and establish and manage initiatives to continuously improve the companys performance consistent with ISO 9001 and AS9100 requirements and corporate policies.
Required Experience: Bachelor's degree and 12 years direct contract, subcontracts, or purchasing experience in a government contracting environment, or Associates degree and 14 years direct contract, subcontracts, or purchasing experience in a government contracting environment, or 16 years direct contract, subcontracts, or purchasing experience in a government contracting environment. US Citizenship with the ability to obtain a security clearance.
Desired Qualifications: Masters degree in a relevant field. A CPCM, CFCM, or advanced procurement-related certification. In-depth knowledge of ISO 9001 and AS9100 quality system requirements as related to Contracts and Procurement. In-depth knowledge of government and defense contracting regulations, including experience with DIBCAC audits and CMMC certification processes. Proven experience in negotiating and managing government contracts, including firm-fixed-price, cost-reimbursement, and time and materials contracts. Significant participation in a Contractor Purchasing System Review (CPSR). Excellent communication, negotiation, and interpersonal skills. Ability to handle multiple priorities and meet deadlines in a fast-paced environment. Proficiency in contract management software and Microsoft Office Suite. Unanet ERP and CRM experience.
