Phillips 66 Turnaround Project Controls Lead in Houston, Texas

The Turnaround Project Controls Lead is a key leadership role overseeing the Project Controls function for all Refinery Turnarounds. This role is essential for strategic planning, resource management, and developing tools and processes for planning, estimating, and scheduling. The TA Project Controls Lead ensures alignment with refinery-wide goals and compliance with P66 standards, focusing on efficiency, cost-effectiveness, and timely execution.

Responsibilities May Include:

  • Providing direction across the Project Controls functions, ensuring strategic alignment with the refinery's business objectives

  • Developing and implementing long-term strategies for project planning, estimating, and scheduling to boost overall project efficiency and effectiveness

  • Collaborating with senior leadership to establish priorities and ensure the successful execution of both turnaround and capital projects

  • Supporting audits and governance reviews, implementing recommendations to enhance Turnaround Readiness

  • Influencing Refinery Turnaround Teams in achieving Turnaround Premise

  • Leading the development and maintenance of high-performing Project Controls teams that support sites, driving standard of excellence and continuous improvement

  • Balancing resource utilization across multiple projects, ensuring effective management of workload, capacity and capabilities

  • Overseeing the creation and maintenance of advanced planning, estimating, and scheduling tools and processes that support refinery-wide Turnarounds

  • Ensuring all Turnarounds are scheduled and budgeted in accordance with Phillips 66 required standards and industry best practices

  • Establishing and overseeing key performance indicators (KPIs) to monitor turnaround performance across cost, schedule, and risk

  • Providing detailed reports to leadership that highlight key trends, potential risks, and opportunities for improvement

  • Leading comprehensive post-project reviews to capture lessons learned and identify ways to enhance Project Controls processes

  • Continuously evaluating and optimizing planning, estimating, and scheduling tools to meet the Turnaround Planning & Execution team needs

  • Championing initiatives to standardize Project Controls tools and processes, ensuring consistency and the adoption of best practices

  • Participating in industry forums and identifying and implementing technological advancements consistent with long term strategy

  • Proactively identifying, assessing, and mitigating risks associated with project costs, schedules, and resource allocation

  • Integrating robust risk management practices into all planning and execution activities, minimizing turnaround impact

Required Qualifications:

  • Legally authorized to work in the job posting country

  • High School Diploma / GED

  • 7 or more years of experience in Refinery Capital, Turnaround Project Controls, or Project Management within the oil and gas, petrochemical, or refining industries

  • Intermediate proficiency in project management and reporting software (e.g., Primavera P6, SAP, Microsoft Project, Power BI) and advanced Excel skills

  • Advanced proficiency of Cost & Schedule Risk Management Principles and Techniques

  • Willing and able, with or without reasonable accommodation, to comply with the following:

  • Travel up to 30% of the time, including potential multi-week site visits for extended periods of time

  • Work extended hours, which may include evenings, weekends, and holidays

  • Climb ladders and stairs

  • Field visits around chemicals and hydrocarbons under high pressure and heat

  • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

Preferred Qualifications:

  • Professional certifications such as PMP (Project Management Professional), CCP (Certified Cost Professional), or equivalent

  • Bachelor degree in Engineering, Construction Management, Business Administration, or a related field experience

  • 3 or more years of leadership and team management skills, with a proven ability to motivate and develop high-performing teams

  • Excellent communication and interpersonal skills, with the ability to engage effectively with cross-functional teams and senior leadership

  • Experience in Planning & Executing Refinery Turnarounds
