Program Summary

Houston Estimating Team supports the KBR Government Solution-US Readiness & Sustainment organization goal of expanding our Business Unit portfolio by providing competitive and compliant New Business (pursuit) and On-Contract (change management) cost proposals in compliance with our US Government approved Estimating System (documented in our Estimating Manual). We administer a hierarchical estimate approval process in accordance with KBR’s Transaction Approval Matrix and corresponding signature document. In addition, we actively promote automated systems development/deployment, Estimator training programs, and historical record integrity via a centralized database in support of DCAA system audits.

This position is hybrid and will require the employee to work out of our Houston, TX HQ as needed.

Job Summary

This position will report to the Lead Estimator in support of KBR Government Solutions - US Readiness & Sustainment (GS-US R&S) business unit. The Sr. Estimator will be responsible for applying estimating techniques (requiring engineering and/or programming experience/education). Utilize strong mathematical/analytical skills to develop discrete cost estimates in support of New Business (pursuit)/On-Contract (change management) cost proposals as required in accordance with the GS-US R&S Estimating Manual, Government Compliance principles for US Government contracting, and fully compliant with Request for Proposal (RFP) requirements.

Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within Project Controls for the development of preliminary or definitive estimates for projects. Calculates estimates by using processes, labor availability and productivity, and material prices based on historical data. Tabulates cost studies, cash flows, and prospect analysis. Displays core competencies by analyzing practical solutions using standard procedures while developing advanced skills. Skills required for this job are typically acquired through the completion of an undergraduate degree and 5+ years of relevant experience.

Roles & Responsibilities

This position entails cost proposal development in response to US Government RFPs for Base Operations Support (BOS) services including minor construction (incidental to support services), facilities and equipment maintenance/repair, and life support services. In addition, this position encompasses diverse roles and responsibilities to include the following:

  • Evaluation of contract documents (i.e., modifications) to determine scope of work and equitable cost allowance for scope changes.

  • Evaluation of vendor quotes/pricing schedules and historical cost data.

  • Collaboration with other Estimators and project team members to accomplish current, accurate and complete client deliverables.

  • Strong organizational and written/verbal communication skills in support of Estimating Team administrative requirements (reporting, procedures, presentations).

  • Collaborate with and supports functional support staff from Operations, Contracts, Procurement/Subcontracts, Human Resources, Accounting & Finance, etc. to deliver fully compliant cost proposals.

  • Prepare custom reports and analysis as required.

Basic Qualifications

  • Possess a minimum of four (4) years of university level education (preferably BS/BA in a technical/engineering/programming/business administration) and five (5) or more years of direct US Government pricing experience/practices; or an equivalent combination of education and experience

  • Possess high level of professionalism and organizational skills.

  • Comprehensive knowledge/experience of US Government contracting, cost and price analysis, as well as Federal Acquisition Regulation (FAR), DFARS and CAS regulations/compliance.

  • Proficiency in MS Office applications (Excel, Access, Word, PowerPoint) and programming software (Visual Basic for Applications).

  • Demonstrated mathematical/analytical skills; strong written and verbal communication skills.

  • Must be very efficient; diligent and detail-oriented with excellent work ethics.

  • Capable of working independently under pressure (multi-tasking) with minimal supervision.

Preferred Qualifications

  • Familiarity with Business Administration

  • ProPricer experience.

  • Current Security Clearance (Secret)
