POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Develops, analyzes, facilitates, updates, and maintains comprehensive emergency management plans, including continuity, mitigation, and recovery plans and related documentation. Conducts research and analysis to ensure plans, policies, and processes comply with federal, state, and local regulations, guidelines, and best practices, with a focus on assessing the unique needs of the city’s most vulnerable populations. Supports the development of after-action reports and improvement plans following exercises or real-world incidents. Serves as liaison to partners, including non-profit organizations, state, and federal agencies, and community groups. Represents the Houston Office of Emergency Management at community events, stakeholder meetings, and professional conferences. Provides training and presentations to diverse audiences, tailoring content to meet specific needs and understanding levels. Coordinates and tracks progress on assigned projects, ensuring deadlines and deliverables are met. Supports the development and execution of emergency management exercises, including table-top, functional, and full-scale exercises. Provides technical assistance and guidance to city departments and external partners on emergency management-related topics. Ensures compliance of plans and processes with local, state, and federal regulations, policies, and guidance. Must be able to respond from residence to the Houston Emergency Operations Center and/or Houston Public Works Department Operations Centers within 60 minutes. This position will be a Tier 1 employee and thus, during emergencies, are required to report to their supervisor for duty assignment and scheduling. Working hours will include no notice, nights, weekends, and holidays
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works Emergency Management position at the Tier I Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES
Preferences will be given to candidates who display:
A minimum of 5 years of Emergency Management experience, including:
Emergency Operations Center experience and/or relevant field experience in human services or emergency services.
Coordination with partners to facilitate Emergency Support Functions during response and recovery efforts for small and large-scale incidents.
**Preference will also be given to candidates who possess a valid Texas Driver’s license and be in compliance with the City of Houston’s policy on driving (AP 2-2).
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
