What role you will play in our team
The Rail Repair Fleet Manager is a part of Rail Logistics within the ExxonMobil/Imperial Oil (EM/IOL) Global Supply Chain. This position has overall responsibility to ensure our owned and leased tank and hopper rail fleet meet all federal/state regulations including Code of Federal Regulations (CFR) and AAR Interchange Rules and Safety Standards, ExxonMobil expectations and product quality standards. This position serves as the primary interface with accountability for off-site repair shops ensuring all railcar repairs are performed within the guidelines of the CFR, Dept. of Transportation (DOT), Transport Canada (TC), AAR Field Manual and the EM/IOL Maintenance Manual. This position may also be support for on-site Third-Party Service Providers (TPSP) and the mobile repair network.
This position is located in Spring, TX and works under the direction of the Railcar Fleet Maintenance Director, also located in Spring, TX.
What you will do
Oversight responsibility of third party service providers to ensure our owned and leased railcar fleet meets DOT/TC regulations, AAR standards and EM/IOL expectations
Improve the long-term health of our railcar fleet
Proactively identify and implement efficiency opportunities
Establish and maintain relationships with service providers
Day to day management of the off-site repair shop network
Hold TPSPs accountable to performance and repair expectations
Monitor status of repair events to ensure completion and timely return to service
Perform the BRC estimate review and verification process
Collaborate with internal regulatory and engineering experts to support inquiries concerning equipment specifications, operation and investigations
Collaborate as needed with fleet managers to ensure business and manufacturing site needs are met
Provide guidance to rail coordinators to meet objectives
Perform shop audits for compliance to DOT/TC, AAR and EM/IOL Maintenance Manual
Evaluate the cost-effectiveness of maintenance and repair options and implement where possible
Support incident investigations, mobile repair events and One-Time-Movement approvals (OTMA) as needed
About you
Skills and Qualifications
College degree or minimum of 5 years full time work experience
Minimum 5 years of general purpose and/or pressure car experience in a repair or manufacturing facility
Minimum of 2 years of BRC estimate creation / review to meet AAR billing standards (App D)
Demonstrated ability to effectively manage a team and/or third-party service providers
Ability to guide repair shops and execute the EM/IOL repair compliance plan
Ability to work effectively in both a field operations and corporate headquarters environment
Willing to serve as an after-hours emergency contact for rail incidents if needed
Demonstrated ability to handle a high volume of work in a fast-paced environment
Willing to travel 10-20% (day trips, overnight, international)
Preferred Qualifications/ Experience
Extensive knowledge of tank car repair and regulatory requirements
Previous experience in fleet maintenance management with tanks and hoppers
Previous experience with hopper repair
Sound business judgment, risk management, customer focus, and ability to work independently
Self-motivated with demonstrated ability to take initiative
Experience with tank and hopper car interior coating repair and performance
Ability to understand and contribute to the development of railcar repair strategies
Capability to promote strong working relationships with business units, plants and suppliers
