Job Title: Principal Proposal Specialist

Job Summary : Preparation and timely submission of all assigned tenders with Proposals Manager. Ensure deliveries achieved for bid submission. Participate with Proposals manager on workloads and resources reviews. Interfaces with all the tender team nominated by each functions manager including but not limited to: Estimation, various Area Management/ Area functions, Project Management, Engineering, Procurement, Subcontracts, Fabrication, Site Construction, Marine Installation, Hook Up and Commissioning, Consortium or JV Partner, QHSE, Legal, Finance, Senior Management, EXCOM, Customer/Client.

Understand the specific subsea installation and platform Manufacturing vocabulary. Understand the process and Roles & Responsibility on a yard or on an installation vessel. Understand the process and deliverables of the different engineering (Design, Fabrication, installation, pre­commissioning). Know the scope and competences of the different suppliers and subcontractors that are typically used in the market. Understand the different local requirements in each country we are bidding. Capacity to understand schedules and have good sensitivity on task durations. Understand the different type of risk involved in the business. Adapt bids to the specificities of Pre-FEED, FEED, OME, EPC, EPCI, T &I, firm proposals, Lumps sum/Rates/Provisional sums proposals. Understand the costing and pricing principles of the business (which are different). Understand and apply the tax schemes of each country we are bidding in the proposal. Understand the estimation principles including Payment procedures, milestones vs progress payments, cash curve analysis. Have an understanding of competition's strength and weaknesses.

MINIMUM REQUIREMENTS : Bachelor's degree in Mechanical, Civil, or Construction Engineering, or related field and 7 years of oil & gas bids and proposals experience, and adapting bids to the specificities of Pre-FEED, FEED, OME, EPC, EPCI, T&I, firm proposals, Lumps sum/Rates/Provisional sums proposals, or any occupation in which the required experience was gained.
