Job/Position DescriptionCRO Operations Program Specialist VI (Program Coordinator)The Operations Program Coordinator is selected by and reports to the Operations Director, CRO. The Program Coordinator performs highly advanced and specialized consultation in planning, developing and administering civil rights operations issues in compliance with applicable HHS policy and laws such as Texas Commission on Human Rights Act, Civil Rights Act, Age Discrimination in Employment Act, etc. Conducts research, evaluation, managerial consultation and project management work, especially relating to employment issues including management initiated investigations, management advisory groups, and customized training. Provides technical consultation to staff, managers, and executives. Performs duties with limited direction with extensive latitude for judgment and initiative. Develops, researches, and analyzes complex program and management policy issues and initiatives; identifies need for new or revised programs, policies, and procedures; and makes recommendations for improvement in the CRO. Establishes goals and objectives; takes leadership role in special projects and assignments; coordinates CRO mediation program and serves as a mediator and prepares resolution agreements. Work includes investigating and preparing detailed reports including findings and recommendations. Plans, assigns, and coordinates the work of other civil rights staff. Oversees the completion of management reports and recommends appropriate changes. Other duties as assigned. Travel. Essential Job FunctionsEssential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 1. Develops, implements and manages projects related to Operations, especially management initiated investigations, management advisory groups, mediation, and training. Provides leadership, consultation, direction, guidance, and quality review to civil rights staff on assignments and/or projects related to Operations. Collaborates with agency and division staff, HHS system staff, managers, public, advocacy groups and external compliance agencies. (15%) 2. Provides programmatic direction for developing, implementing and monitoring civil rights policies and procedures. Establishes goals, objectives, priorities and standards for projects and initiatives. Oversees workgroups and meetings related to program oversight, research, analysis and evaluation functions. (15%) 3. Represents Operations Director or Civil Rights Managers at internal and external meetings and/or in leading projects. (5%) 4. Provides highly advanced research, analysis and evaluation on complex program and policy issues and initiatives related to civil rights, i.e., Management Advisory Groups. Develops and interprets civil rights policies and procedures. Identifies need for new policies and procedures and recommends improvements to existing policies and procedures. (35%) 5. Oversees the completion of management reports, monitors required performance reports and recommends appropriate changes. Prepares and approves written project updates, executive summaries, administrative reports, policies, procedures, correspondence for Operations Director and other documents. (20%) 6. Monitors and analyzes federal and state legislation, regulations, court decisions and initiatives relating to civil rights and HHS policies and programs, and recommends appropriate response.
