Division: Financial Reporting & Operations
Reporting Location: 611 Walker St.
Workdays & Hours: MONDAY – FRIDAY 8:00 AM – 5:00 PM* *Subject to Change
The Financial Analyst functions are designed to meet the strategic and operational objectives of the Division. The individual selected will provide exceptional customer service to both internal and external customers. The Financial Analyst III will serve as primary support to management in the Financial Reporting & Operations Division.
Trust & Funds Management
Coordinates the implementation and monitoring of various financial activities, policies and procedures to effectively manage the reporting of all City of Houston Local Government (LGCs), Component Units (CUs) and applicable nonprofit agencies.
Performs professional financial analysis and reconciliations.
Monitor and provide reports on all LGC’s, city nonprofit agencies, component units and the trust fund program, performed monthly, quarterly and annually.
Assist with the development of reports and PowerPoint presentations using Microsoft Publishing.
Compiles data and produces reports, as needed.
Develop, monitor, analyze and update specialized reports using a wide variety of financial data.
Develops and updates administrative procedures, as needed.
Coordinate and conduct special long term and short-term projects.
Perform other duties as requested.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
MINIMUM REQUIREMENTS
EDUCATION REQUIREMENTS
Requires a Bachelor’s degree in Finance, Accounting, Business Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Four years of professional experience in finance, economics, budget analysis or a closely related field are required.
Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement

PREFERENCES
Preferred knowledge of Generally Accepted Accounting Principles (GAAP), various pronouncements issued by Governmental Accounting Standards Board (GASB)
Demonstrates abilities in handling various projects simultaneously.
Work is substantially complex and varied and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytical ability is needed to gather and interpret data.
Ability to provide solutions and suggestions to problems.
Ability to conduct forecasting analyses.
Ability to analyze and evaluate complex accounting and financial reporting.
Makes every effort to analyze and report inaccuracies in a timely manner.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
