Overview:

The Houston Public Works Department provides essential services that impact the daily lives of residents and businesses in Houston and the surrounding region. From water management to infrastructure maintenance and construction, Public Works plays a pivotal role in ensuring the functionality and sustainability of our city.

Under the leadership of the Director, the City Engineer provides guidance and leadership to eight divisions tasked with executing specific responsibilities. The City Engineer’s Office is responsible for long-range infrastructure planning and construction which includes analyzing utility availability, reviewing infrastructure designs and development impacts, and ensuring compliance with regulatory requirements. The City Engineer’s Office serves as the cornerstone for the implementation of all capital infrastructure projects, overseeing the preparation of engineering designs, surveys, cost estimates, and specifications.

Essential Duties and Responsibilities:

The City Engineer oversees the administration and coordination of engineering services within the City of Houston, reporting to the Director of Public Works. Responsibilities include managing the design, construction, and maintenance of municipal infrastructure, reviewing developer plats and plans, conducting in-house design work, and coordinating construction inspection activities. The ideal candidate will possess comprehensive knowledge of civil engineering and construction practices, with a focus on municipal infrastructure such as transportation systems, water distribution, sewer collection, and stormwater systems. Effective communication and the ability to establish professional relationships are essential for success in this role.

  • Provide technical & collaborative support to the City's Planning Commission.

  • Attends and advises developers during pre-development review meetings and throughout the development review process.

  • Confers with citizens, project managers, inspection staff, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction issues.

  • Serve as the Floodplain Administrator for the City of Houston, taking ownership of floodplain permitting and inspection requirements.

  • Oversee development of engineering/technical standards for public infrastructure design, ensuring & maintaining high-quality standards.

  • Coordinates design and construction of public utility and Public Works infrastructure projects

  • Supervises, prepares and reviews plans, specifications, designs, cost estimates and time schedules for special construction, alteration contracts and proposed maintenance for Public Works’ engineering projects

Communication - we are reliable and clear

  • Effectively communicate engineering reviews and decisions for infrastructure projects within the City and its jurisdiction.

  • Provides technical engineering advice and assistance to other city departments regarding utilities, streets, drainage, new construction, and maintenance of existing infrastructure, fostering effective communication across departments.

  • Makes recommendations for changes to City Ordinances as relating to Public Works and Engineering matters.

  • Serves as the primary point of contact for coordination of capital development projects with TxDOT and other governmental partners facilitating clear and efficient communication between entities.

  • Render engineer's decisions to resolve contract disputes with integrity and fairness.

  • Reviews and recommends updates to city ordinances, engineering and construction standards and specifications, ensuring integrity in regulatory compliance and standards.

  • Monitors local, regional, state, and federal regulations to ensure city compliance.

Teamwork – we work together

  • Collaborate with Department Deputy Directors and other key partners to achieve City goals and objectives.

  • Conduct special studies and prepare reports on a variety of subjects and activities as basis for recommendations to the Public Works Director, City Council, and other City Stakeholders

  • Supervises and manages Engineering staff, fostering teamwork and collaboration within the team.

  • Coordinates site operations and reporting for development projects, emphasizing collaboration in project execution and reporting.

Makes staffing decisions related to recruiting, training, and development with a focus on fostering a collaborative and inclusive work environment.

WORKING CONDITIONS

This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

This is a Houston Public Works Emergency Management position at the Tier I Level.

MINIMUM REQUIREMENTS

EDUCATIONAL

Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal 4-year degree from a college or university and a professional certification/licensing is required.

EXPERIENCE

More than ten years experience is required.

LICENSE

A Professional Engineer in the State of Texas

PREFERENCES

Preference will be given to candidates who possess:

  • Licensed Professional Engineer (PE) in the State of Texas.

  • At minimum, ten (10) years of supervisory experience

  • Comprehensive knowledge of civil engineering and construction practices, with a focus on municipal infrastructure such as transportation systems, water distribution, sewer collection, and stormwater systems

  • Extensive experience in engineering management, preferably in a municipal or public works setting.

  • Strong leadership, communication, and decision-making skills.

  • Ability to manage multiple projects simultaneously and prioritize tasks effectively.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
