PN# 24957: DEPUTY ASSISTANT DIRECTOR (EXE LEV) - Drinking Water Operations
The Deputy Assistant Director will lead and manage the employees and activities within the Distribution System Maintenance and Operations Section of the Drinking Water Operations Branch. More specifically, the Deputy Assistant Director will oversee Water Service Request Investigations; Leak Detection Support; Valve Operations Support; repairs of mains, service lines, fire hydrants and valves, Preventative Maintenance Programs, and other projects and programs as required. The Deputy Assistant Director will contribute directly to the level of service provided to customers by analyzing metrics and developing strategies for process improvement. This position requires excellent technical, communication and coordination skills, and the ability to work closely with internal and external stakeholders.
Day to day task may include:
Meet with staff and leadership to ensure shared objectives and teamwork.
Develop strategic goals, define objectives, and measure performance of staff.
Establish policies, procedures, and program management criteria.
Research, review and analyze data.
Coordinate complex activities and implement effective and timely solutions to issues.
Develop, monitor, review and approve expenditures that are in line with the approved budgets.
Respond to inquiries and requests from within and outside the organization.
This position is physically comfortable; the individual has some discretion about walking, standing, bending, lifting etc.
This is a Houston Public Works Department position at the Tier I Level.
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
Preference will be given to applicants with:
A minimum of seven years’ experience in the operations and maintenance of water utilities
Demonstrated success in personnel management
Advanced degrees and licenses
Extensive knowledge of TCEQ water quality standards and regulations
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
SELECTION/SKILLS TESTS REQUIRED None.
However, the Department may administer a skills assessment test.
