Position Description

BUSINESS UNIT: PRODUCT PIPELINES

Kinder Morgan is the largest independent transporter of petroleum products in North America, transporting approximately 2.4 million barrels per day. The great majority of these products are transported through our Products Pipelines business, which moves gasoline, jet fuel, diesel, natural gas liquids and condensate through about 9,500 miles of pipelines. We also have approximately 65 liquids terminals in this business segment that store fuels and offer blending services for ethanol and biofuels.

Primary Purpose:

  • This position will report to the Products Pipelines Director of Operations. This position will coordinate Products Pipelines Spill Response Programs to ensure compliance with applicable federal and state regulations. Assist local managers to ensure that Spill Response Program and tactical plans are appropriate for local operations and conditions to minimize the environmental impact of products discharged from onshore pipelines and facilities. Coordinate Products Pipelines Spill Response Drills and Spill Response Training.

    Essential Duties and Responsibilities:

  • Assist and support the Products Pipelines operating units with all aspects of emergency response. Maintain and update Kinder Morgan’s Products Pipelines Facility Response Plans (FRP) and Integrated Contingency Plans (ICP) on an on-going basis to ensure compliance with federal, state, and local regulations.

  • Steward the Annual Review of the FRP/ICP ‘s to ensure consistency with current operations, including, but not limited to verifying that worst case discharge calculations are accurate and commensurate with current equipment and facilities tactical plans are appropriate for local conditions. Ensure OSRO contracts and certifications are up to date and on file.

  • Work with Project Engineering, Risk Engineering and Operations to ensure that any new pipeline/facilities construction is incorporated in the FRP/ICP prior to start up and that the WCD volume are commensurate with the new operating conditions.

  • Steward Products Pipelines Drill Program to ensure response plans function as planned and they are consistent with the National Preparedness for Response Exercise Program (PREP) and applicable state requirements.

  • Coordinate and track Products Pipelines Quarterly Notification Drills and ensure documentation of drills is in order.

  • Maintain annual OSRO certification letters for all facilities to ensure they can provide services required in a response.

  • Ensure the FRP/ICP’s are submitted accurately and on time to applicable agencies as required by regulation.

  • Support Products Pipelines Operations during responses and investigations to include travel to incident site if needed.

  • Facilitate and document after incident “Lessons Learned” and determine whether the procedures/plans were effective in each incident a take corrective action where any deficiencies are found.

  • Be a member of the Products Pipeline Crisis Support Team.

  • Perform other duties as assigned.

    Position Requirements

    Minimum Requirements:

    Education:

  • Bachelors Degree (or equivalent Emergency Response work experience)

    Experience / Specific Knowledge:

  • 3-5 year of prior experience.

  • Prior emergency response training and experience and familiarity with ICS/NIMS.

  • Knowledgeable of DOT, Coast Guard, and EPA Emergency Response related regulations.

  • Experience with FRP/ICP plan development.

  • Intermediate to excellent proficiency level in computer skills (PowerPoint, Adobe, Outlook, Excel, Word).

    Certifications, licenses, registrations:

  • Must possess and maintain a valid drivers license and a driving record satisfactory to the company and its insurers.

  • Must pass a DOT drug and alcohol test – due to the potential for emergency response and accident investigation, this position is subject to DOT drug testing.

  • Hazwoper (1910.120) certified.

  • A TWIC card or the ability to obtain a TWIC card.

  • Good verbal and written communication skills, including ability to interact with individuals at all levels in the organization.

  • Must be able to work with a team, take direction from supervisor(s), focus attention on details, follow work rules, and adhere to work schedules.

  • Must be self-motivated and capable of working with minimal direct supervision.

  • Must be capable of completing and tracking multiple tasks simultaneously, and often under strict deadlines.

  • Proven organizational and time management skills.

  • Must be able to work with confidential and sensitive information in a professional manner.

    Working Conditions:

  • 25 – 40% travel across a broad geographic area may be required.

  • Required to carry a Company-provided cell phone and be available to respond during working and non-working hours.

  • Must be available to travel with short notice.

  • Must adhere to all company policy and workplace procedures.

  • Overtime and extended work hours, including (weekends, holidays, etc.) may be necessary form time to time depending on work demands.

  • Majority of the work will be conducted from an office environment – controlled temperature.

  • A hybrid work schedule is available, which is Monday thru Wednesday in the office and Thursday thru Friday may be remote.

  • A 9/80 work schedule is also available for this position.

    Supervisory Responsibility:

  • None, however will be required to work with and supervise third party consultants and contractors.
