Basic Function:

Provides professional contracting and planning support to Public Affairs department.  Provides guidance in the procurement of contracts from the planning phase through final contract execution including drafting, pre-qualification of contractors, competitive bidding and finalization in compliance with the company contracting manual.  Develops complex procedures and techniques for planning and financial analyses, cost control and comprehensive programs for achieving departmental objectives. 

Responsible, under the general direction of Division or Unit Head, for providing support to operations or services departments in preparation of cost analyses and allocation systems to facilitate accounting/financial analyses of the department's operating plans, capital and expense budgets, and accountability for costs.  Assures that cost control systems and procedures meet departmental/corporate objectives.  Assists Manger in reviewing alternatives of improved operating/services procedures at acceptable cost levels.  Performs special technical financial studies as required.  Serves as department's liaison with operation/support services organizations.  Incumbent receives general direction from the Department Manager.  Incumbent may direct the work of assigned Budgets and Accountability Analysts and other assigned staff.

 

PRINCIPAL DUTIES:

  • Develops and processes contracts for Public Affairs department and liaise with vendors and suppliers to maintain a good relationship.

  • Review documents and conduct contracts functional review to ensure adhering to the company policies and procedures.

  • Monitor contract progress, process invoices, and maintain administration records.

  • Draft contracts and provide administrative support to the project teams

  • In conjunction with the proponent, create a contracting plan which identifies how the contract will be developed from the initial planning stage through contract execution. Identifies key milestones in the process and the actions needed to assure completion by the target signing date. 

  • Determines in conjunction with the proponent, the appropriate procurement method and develops the bid slate based on contractor qualifications, presents workload, and performance history.

  • Provides financial expertise in developing assumptions and objective for departmental planning efforts.

  • Provides financial expertise in development, preparation, and analysis of manpower, capital, and expense budgets, accountability reports, five-year business plan, annual Operating Plan, and other major reports as required for the department or administrative area.

  • Analyses department operating cost and performance reports and conducts special studies to establish cost performance objectives.  Identifies opportunities to reduce costs by improving the utilization of resources and increasing performance.  Identifies cost centers having special opportunities for improving performance.

  • Provides accounting system interpretation for operations personnel, conducts on-the-job training in accounting methods and procedures to assure compliance with corporate accounting and cost control requirements.

  • Serves as primary liaison with Contracting and Finance regarding the Contracting process.

Performs other related duties as assigned.

 

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in accounting, Finance, Business Administration, Economics, or closely related degree.

  • Eight (8) years diversified experience in cost control, budget systems, business systems, EDP systems or related activities.

  • Must be able to communicate and comprehend accurately, clearly and concisely in English at a level required to perform the job as outlined.

  • Must have ability to perform statistical and problem analyses while working under time constraints and have working knowledge of applicable EDP systems and programs.  Must possess good work habits, a strong work ethic, and be able to adhere to company work hours, policies, and standard business etiquette.
