DESCRIPTION OF DUTIES
The Houston Health Department is looking for a Chief Physician to perform the following duties:
GENERAL SUMMARY:
- Assist the Medical Services Chief to provide medical supervision and oversight for department clinical operations and programs.
Provides direct patient care in all clinical service lines (STI, TB, family planning)
Serves as Medical Services Chief in the absence of the Medical Services Chief
RESPONSIBILITIES:
Assist the Medical Services Chief to direct patient care and directs clinical staff, including physicians, registered and licensed vocational nurses, certified medical assistants, nurse practitioners, as well as responsible for subject matter expert advisement for allied health professionals and non-medical staff.
Assist with the planning, development, implementation and evaluation of health department programs and services.
Trains health center clinicians (nurse practitioners, physicians, physician assistants, registered nurses)
Provides prescriptive authority for Advanced Practice Nurses and Physician Assistants.
Assists the Local Public Health Authority when needed to administer state and local laws relating to public health and performs duties to implement and enforce laws that protect the public’s health.
May assist the Local Public Health Authority and Deputy Local Public Health Authority in administering state and local laws related to public health within the designated jurisdiction
Aid Houston Health Department in carrying out public health required rules, ordinances, sanitation laws, quarantine rules, and required reporting of data.
Develops, reviews and/or revised standing delegation orders, clinical practice guidelines and medical protocols and standard operating procedures and plans and performs medical quality improvement activities.
Serve as delegating physician for various clinical and clinically related staff and functions within the health department and monitors performance and competency. Plans and conducts continuing medical education/training for staff.
Provide medical consultation for clinical staff, the Director, Division Director, Bureau Chiefs and Program Managers in planning and operations of clinical services. Offers guidance and policy interpretation.
Provide direct patient care
Plans, designs and implements medical quality improvement activities
WORKING CONDITIONS
There are routine exposures to significant levels of heat, cold, moisture and air pollution. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature, such as cuts, bruises and minor burns.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Medical Doctor's Degree from an American Medical Association accredited medical school.
EXPERIENCE REQUIREMENTS
Six (6) years of experience as a practicing physician in the state of Texas are required.
LICENSE REQUIREMENTS
Must be licensed to practice as a Medical Doctor in the state of Texas.
PREFERENCES
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
