Air National Guard Units TRAINING TECHNICIAN in Horsham, Pennsylvania

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING TECHNICIAN, Position Description Number D2125000 and is part of the Pennsylvania National Guard, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a Training Technician, GS-1702-11, you will plan, direct, control, and oversee all elements of the Education, Training and Distance Learning Programs. Provide Education and Training advisory services to commanders and staff on all education and training programs. Monitor OJT programs for assigned units. Confer with management and other key operating personnel to discuss training needs, problems and goals. Inspect activities pertaining to Base Education and Training for compliance with policies and instructions on a periodic basis. Manage data in computer based systems. Serve as the Distance Learning (DL) Office point of contact. Ensure accuracy of MILPDS data and performs functional review of data reliability. Oversee administrative activities including the establishment and maintenance of administrative, suspense, and publication files and records; safeguards AFIADUCDC test materials, and prepares reports, correspondence, requisitions and forms. Serve as Test Control Officer (TCO) for CDC testing. Serve as the Ancillary Training Program (ATP) OPR. Prepare Memorandums of Understanding (MOU) between the unit/base and educational institution(s), including colleges and universities, providing classes or associated services on base or at geographically separated units (GSUs). Plan and direct activities in accomplishment of education services programs including Distance Learning, Defense Activity for Non Traditional Education Support (DANTES), Community College of the Air Force (CCAF), Air Force Automated Education Management System (AFAEMS), Tuition Assistance and other base education programs. Serve as the base-level QPR for the Occupational Survey Program, Graduate Assessment Survey (GAS) and Field Evaluation Questionnaire (FEQ). Perform personnel supervisory/management responsibilities. Monitor and oversee the School Resource Report (SRR) program, which forecasts Military Personnel (MilPers), and Operation and Maintenance (O&M) resource requirements for formal schools. Maintain Student Flight Data including accountability for all Non Prior Service (NPS)/Prior Service (PS) personnel. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Must have at least 36 months experience; or three full academic years of progressively higher-level college degree. Experienced in particular knowledge, skills, and abilities (Competencies/KSAs) to successfully perform the duties of the position. Additionally, all applicants must have completed two years of training experiences which equipped the applicant with the particular knowledge, skills, and abilities (competencies) to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission are mandatory. Knowledge in military training centers, training programs, schools, and units. Have experiences in conducting and developing education and training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in conducting, supervising, and/or developing education and training programs. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge in conducting audio-visual presentations, educational tests and measurements, and instructing techniques is mandatory. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
