University Health Partners of Hawaii (UCERA) Clinical Quality Specialist in Honolulu, Hawaii

POSITION SUMMARY

The Clinical Quality Specialist (CQS) duties require a graduate degree in nursing, an APRN Rx certification, extensive clinical knowledge and school healthcare experience. They are responsible for the planning, implementation, management and evaluation of clinical quality outcomes for Hawaii Keiki with an emphasis on nurse/health technician competencies and skills training. They must possess a working knowledge of the program, program policies and procedures, and evidence-based practices (EBP). They will provide ongoing assessments, planning and implementation in collaboration with the Clinical Education Coordinator to meet the ongoing training needs of all clinical staff. They will be responsible for leading the planning and implementation of new hire and on-going training for HK health technicians to assure the provision of safe, quality, culturally competent care with an emphasis on medication administration to meet the ongoing needs of schools. They collaborate with the University of Hawaii at Manoa, School of Nursing (NAWSON), Department of Education (DOE), Department of Health (DOH), local hospitals, higher education partners and UHP. Using diplomacy, sensitivity, and subject matter expertise, they address and mitigate concerns when faced with resistance to new methodologies, organizational conflicts and competing priorities to achieve program goals and objectives. To remain clinically competent, the CQS will provide clinical services 8-10 hours per week with an emphasis on telehealth services being conducted by RNs and HT as designated by the Director of Clinical Operations.

ESSENTIAL JOB DUTIES AND FUNCTIONS

  • Assists the Clinical Education Coordinator in the development and coordination of training policies with an emphasis on execution of training sessions to meet the program's outcomes.
  • Takes the lead in the development of HT clinical training events in collaboration with the Clinical Education Coordinator and under the direction of the Director of Clinical Operations (DCO).
  • Coordinates a HT assessment tracking system that contains, at a minimum, the following documents: periodic competency assessments; medication administration competency, preceptor evaluations; attendance at mandatory learning sessions; and documents addressing completion of additional learning experiences.
  • Performs educational needs assessments and evaluates existing programs for effectiveness in collaboration with the Clinical Educator Coordinator.
  • Manages gaps in HT training/knowledge and challenges in execution of the role, involving instructional methodologies including but not limited to simulation, didactic and live patient care in classroom, simulation and patient care settings.
  • Coordinates the clinical orientations of new HT staff in conjunction with the nursing supervisors and complex area leads.
  • Interfaces with UHP to support Epic accounts, coordinate insurance access and HIR access. Ensures compliance with state and federal laws and trains individuals across these platforms.
  • Serves as a role model, content expert and mentor for nursing/HT personnel.
  • Assesses competency levels, performance, skill abilities, and instructs nursing/HT personnel.
  • Performs chart auditing on a regular basis (quarterly) to ensure quality of documentation.
  • Addresses missing, conflicting, or incomplete documentation issues by providing mentorship with staff, quarterly and when needed.
  • Identifies areas for improvement in clinical care and collaborates with Clinical Education Coordinator, Island Supervisors, and DCO to ensure that all corrections are made.
  • Prepares verbal reports on quality improvement activities.
  • Identifies and addresses barriers to quality improvement.
  • Meets on a regular basis or as needed with the Director of Clinical Operations, island supervisors, Clinical Education Coordinator and program managers on progress of HT staff on orientation nd, if necessary, identifies deficiencies, planned corrective actions and other pertinent information for the successful graduation from the orientation program.
  • Exchanges knowledge of school healthcare and clinical practice and educational concerns with leadership and nursing supervisory chain.
  • Using evidence-based practice, utilizes a variety of sources to identify learning needs of clinical personnel and plans either formal or informal learning activities to address these needs.
  • Leads the development of training for unlicensed personnel and supports nursing development in coordination with the Clinical Educator Coordinator in the program.
  • Complies with FERPA/HIPAA, all legal requirements and company policies.
  • Performs all other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS

  • Possession of an APRN Rx license in the State of Hawai'i.
  • Certification as a Family Nurse Practitioner (FNP) or Pediatric Nurse Practitioner (PNP)
  • BLS Healthcare Provider certification.
  • Experience with the use of electronic health records and reporting
  • Two or more years of experience in community-based health settings, school nursing, or pediatric nursing
  • Experience in conducting telehealth visits.

JOB CONDITIONS

  • Works in office at UH Biomed, DOE schools, training venues and remotely prn
  • Bi-weekly to monthly travel to neighbor island schools is involved.
  • Usual hours are Monday-Friday, 8:00 a.m. to 4:00 p.m. Hours may be flexed to accommodate clinic schedules, and duties may require extended hours.
