RML Specialty Hospital Manager, Staffing Services in Hinsdale, Illinois

General Summary:

Reports to Vice President of Patient Care Services/CNO. According to established policies and procedures, the Manager is responsible for the 24-hour operations of the Staffing Services Department across both the Hinsdale and Chicago sites. Primary functions include, but are not limited to, staff scheduling, payroll, OptiLink system management, patient classification, and agency contracting.

Principal Duties and Responsibilities:

  • In all actions with patients, families and staff, demonstrates behavior consistent with the hospital’s core values of Respect, Excellence, Appreciation, Compassion and Honor, and assists department staff and co-workers to achieve the same.

  • Sets the expectations for and develops and monitors the 24-hour activities involved in staffing and scheduling for the nursing units. Is responsible for the creation and dissemination of all nursing unit time schedules. Directs, develops and evaluates the activities of the Staffing Coordinators at both RML locations. Oversees full and accurate use of the OptiLink program for staffing, schedule preparation and patient classification. Responsible for Agency contracting, scheduling, billing and file management. Oversees E-time recording, payroll preparation and reconciliation for the entire Patient Care Services division.

  • Manages Nursing Agency relationships. In collaboration with the Staffing Coordinators, creates and maintains agency contracts, obtains and schedules agency staff, and handles agency communications and follow-up, including agency staff discipline. Ensures agency staff orientation, and documentation of all expected credentials and competencies.

  • Is knowledgeable of and ensures compliance with all appropriate regulatory agencies with relevance to the department services, such as IDPH, TJC, CMS, OSHA, and CDC. Ensures compliance with and prepares the reports for the staffing and acuity provisions of the IL Hospital Report Card Act. Coordinates the sharing of staffing information with all involved disciplines, including the nursing Staffing by Acuity Committee.

  • Coordinates, plans and executes the Nurse Staffing by Acuity meetings in collaboration with the unit manager.

  • Develops department budget(s) and monitors and evaluates the fiscal performance against the budget. Analyzes budget variances and develops corrective actions to achieve fiscal goals. Responsible for budget compliance.

  • Responsible for developing and supervising the clerical staff of the department, providing guidance, counseling, and discipline as appropriate to ensure compliance with patient care standards and hospital policies. Responsible for close collaboration with the Clinical Supervisors to ensure compliance with all Staffing Services Department expectations after hours.

  • In cooperation with the Human Resources Department, is responsible for recruitment of staff, screening, interviewing, and orientation of new department employees. Completes all necessary documentation related to the hiring process. Evaluates the competence of staff on an ongoing basis and maintains appropriate documentation. Responsible for developing a hospital environment that supports staff retention.

  • Assures staff compliance with mandatory educational programs, promotes staff development, and encourages participation in organization functions, task forces and committees.

  • Responsible for department-specific issues related to Risk Management. Responsible for risk identification, follow-up intervention and documentation, trending, and related reporting. Develops strategies with staff to improve patient safety in care delivery.

  • Collaborates with CNO in creating, updating and implementing staffing/PCS protocols and policies. Meets weekly with unit managers to review, plan and develop effective staffing strategies to balance clinical schedules. Provides education to the clinical supervisors and clinical managers on staffing effectiveness and fiscal accountability.

  • Responsible for identification and monitoring of department quality indicators. Demonstrates leadership in implementing performance improvement activities, and actively participates in facility wide P.I. initiatives.

  • Communicates with staff on a timely basis on a variety of topics related to department and facility information and expectations. Utilizes various methods to ensure effective communication with staff, including monthly staff meetings with documented minutes.

  • Participates in and leads hospital committees as assigned. Actively collaborates with all other hospital departments to ensure the effective integration of their services within the department.

  • Possesses an understanding of the clinical staffing software and evaluates effectiveness and efficiency related to staffing acuity and practices.

  • Regularly reviews staffing software reports and implements plan for process improvements as indicated.

  • Collaborates with CNO to prepare for regulatory surveys and participates as needed.

  • Is responsible for promoting a safe work environment for staff. The manager assesses safety issues within the departments and obtains necessary equipment and supplies to reduce staff risk. The manager ensures that staff are educated on safety practices applicable to their work environment, and monitors staff compliance.

  • The analytical ability necessary to assess staffing and scheduling needs, develop department goals, and evaluate subordinates' performance.

  • The interpersonal skills necessary to effectively interact with staff at all levels in the organization.

  • The ability to perform efficiently and effectively under the pressure of stressful situations.

  • The technical skills to work with high technology equipment and computers.

    Knowledge and Experience

  • Experience in an inpatient acute care clinical environment preferred.

  • Management / supervisory experience required.

  • Effective verbal and written communication skills, with strong computer skills in word-processing and spreadsheet applications required.

  • Experience with payroll and staffing and scheduling systems.

  • Spreadsheet skills preferred.

  • Experience with computerized staffing/ scheduling / patient acuity system preferred.

    License & Certifications

  • Bachelor's Degree required.

  • Masters degree preferred in nursing, healthcare management, business administration, or related area.
