The primary purpose of this position, INDUSTRIAL ENGINEERING TECHNICIAN, NJ-0895-03, is to perform complex and comprehensive studies in the repair, overhaul, manufacture and modification of components for a commodities production branch in worldwide support of major weapon systems. Studies typically integrate several phases and/or require deviation from standard methods. Responsibilities 1. Accomplish initial planning functions to include production planning, manufacture planning, and methods improvement. 2. Develop/revise standards to include the following tasks: develops labor, material, equipment, and facility standards for shop workloads. 3. Develop, file, and maintain the Bill of Materials (BOM) for all workloads. 4. Support the Planning Chief, Exchangeable Production Support Chief and/or Fixer in production meetings and assist in identifying significant planning issues. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0895, Industrial Engineering Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband (NJ-2), equivalent to the next lower grade GS-05 or equivalent in other pay systems. Specialized experience is experience that involved work measurement, simplification, and standardization, methods analysis and improvement, analysis and design of work center facilities and equipment, and/or planning and control of industrial operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed two full years of graduate education or a master's degree including any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate education in any combination of courses such as those shown above may be used to qualify applicants for the NH-3 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of production material requirements, work sequences, machinery and manpower requirements for industrial operations. 2. Extensive knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineered time standards, MTM, layout designs and cost analysis. 3. Knowledge of mechanics, construction, maintenance and repair facility work processes and methods. 4. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations or technical orders. 5. Skill and ability to interpret and apply the requirements for PONs, FCRN's and the processing of the JON closeout. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City.
