The primary purpose of this FINANCIAL MANAGEMENT SPECIALIST GS-0501-07 TARGET GS-12 position is to serve as an Air Force Working Capital Fund financial specialist performing various financial management, budget, and analysis functions in support of Depot Maintenance mission, goals, and objectives. Responsibilities This position is a developmental position GS-07 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Perform various financial management/budget functions for the development of operation targets, sales rates and prices, budgets, exhibits and in support of the execution of funds, customer orders, capital investments, measurement of financial and/or program performance and provides management advisory services. Use automated financial management systems and computer-generated products in accomplishing financial management and/or program management assignments. Serve as senior financial management specialist providing advice, guidance, and general oversight to other financial management specialists and other functional areas with a need to know. Serve as a consultant providing advisory services regarding proper methods, techniques, and factors for decisions support. Identify and develop improvements to complex processes in the areas of expense, capital investment and commodity budget development, workload and resource projections, equipment life cycle management and execution analysis. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Examples of specialized experience includes obtaining, compiling, and summarizing narrative information and quantitative data and/or extracting budget and program data from computer printouts of accounting records, forms, and reports for use by co-workers. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed a 4-year course of study leading to a bachelor's degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, employing organization's missions, functions, goals, objectives, work processes, and sources of funding; commonly used budget and/or finance practices, procedures, regulations, precedents, policies, and guides that specifically pertain to the work assigned; And/or sources of factual data about budgeting and/or finance matters relevant to assigned tasks. OR EDUCATION: Applicants must have successfully completed 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related Ph.D. or equivalent doctoral degree NOTE: You must submit a copy of official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes correlating needs and accomplishments of the organization to anticipated and/or actual dollar figures in the budget, relating this knowledge to the needs of the serviced organizations, and working independently on routine or continuing assignments. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of creditable specialized experience includes analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions under these types of conditions and time pressures: uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives; gaps and conflicts in program and financial/budgetary information; lack of predictive data; conflicting program and financial/budgetary objectives; and/or changing guidelines for the work. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, and processes and financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets. Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD Working Capital Funds (WCF). Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work processes and skills associated with depot maintenance. Knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports, balance sheets, income statements, etc. Skill to plan, organize, and conduct information gathering and to negotiate with management to implement recommendations for improvements involving resources, investments, projects, production, workload, and/or financial issues. PHYSICAL DEMANDS: Work is generally performed in an office setting and is mostly sedentary. There may be some bending and carrying of light items. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other office buildings. WORK ENVIRONMENT: Most work is performed in a properly hearted and ventilated, air-conditioned, and well-lighted office setting. The incumbent observes normal safety precautions when working in and traveling away from the work site. Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft.
