U.S. Air Force - Agency Wide INFORMATION TECHNOLOGY SPECIALIST (INFOSEC/NETWORK) in Hickam AFB, Hawaii

Summary The primary purpose of this position is: To serve as an Information Assurance Officer (IAO) for Advanced Programs with responsibility for planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity and systems security of Automated Information Systems (AIS) and Local Area Network/Wide Area Network (LAN/WAN) systems Responsibilities Duty 1: Organizes and executes Information Assurance activities of the Special Access Program, ensuring that Information Security and Automated Information Systems Security functional work areas comply with legal and regulatory requirements and meets customer needs. Duty 2: Administrator for Advanced Programs local area network (LAN) and wide area network (WAN). Duty 3: Manages the Network Security Program.Duty 4: Provides customer technical assistance, training, and support. Requirements Conditions of Employment Qualifications This is a GG-11 position in the Cyber Excepted Service (CES). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Knowledge of IT network systems design principles, methodologies, and approaches used in planning, developing, testing, installing, operating, administering, and maintaining network services that support functional requirements. Knowledge of Special Access Program and SCI security principles, practices, and policies related to information systems security. The employee monitors and evaluates system compliance with IT Security requirements, provides advice and guidance in implementing IT security policies and procedures In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Examples of creditable experience include: Having IT-related experience demonstrating knowledge of AFNet principles and a practical knowledge sufficient to control changes in troubleshooting and maintaining the stability of communication lines and equipment. Expanded knowledge of AFNet standards and equipment sufficient to control changes in the installation, configuration, and troubleshooting of AFNet components such as routers, hubs, switches, and servers. Practical knowledge of a wide range of technical methods and principles to provide network change management principles, concepts, equipment, and tools sufficient to assist in planning and maintaining network services; to control changes to workstations and peripherals; and to instruct customers in accessing network change management services. Knowledge of change and configuration management concepts and life cycle management concepts (as defined in industry best practices, such as the Information Technology Infrastructure Library--ITIL) sufficient to identify the need to upgrade or enhance network component capabilities in response to network problems and deficiencies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Ph.D. or equivalent doctoral degreeor3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge and ability to manage special access programs, computers, communications, industrial, information, physical and personnel security sufficient enough to apply the concepts, principles, and practices to plan and implement security programs in these areas. 2: Knowledge of Sensitive Compartmented Information and Special Access Program security principles, practices and policies related to information systems security 3: Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 4: Skill in organizing and prioritizing work, and managing people to meet mission priorities5: Skill in developing written policies rules and procedures6: Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
