Job Description:

Parsons is looking for an amazingly talented technical Program Manager (PM) to join our Team of teams! In this role you will lead engineers and developers that are advancing wireless 5G/NextG cellular protocols that directly impact priority mission requirements. The PM will work with a small, fast-paced team on custom and commercial hardware and software development, and integrated solutions that span across multiple operational platforms and domains. Customers will rely on your aptitude, and you will help shape and define formative capabilities in support of U.S. national security and intelligence policy objectives.

The leadership opportunity requires on site presence and customer connectivity. Occasional local and conus travel to support testing and demonstrations throughout the year can be anticipated.

What You'll Be Doing:

  • Managing a team of teams, focused on wireless 5G cellular development

  • Identify, develop, and drive wireless technology solutions within the Technical Collection and Countermeasures (TC2) areas to support a set of customer mission requirements.

  • Leads the integration of 5G technologies to enhance capabilities in support of key growth initiatives.

  • Leverages a strong network of customer and industry contacts and familiarity with our customers’ major programs and upcoming initiatives. Keeps abreast of the current business climate and overall industry trends.

  • Works closely with our High Consequence Missions (HCM) Business Development Growth teams to conduct comprehensive market research to identify growth opportunities, emerging trends, and the competitive landscape.

  • Experience in, but not limited to, proposal development, white papers, and drafting technical reports.

  • Provides leadership and guidance to the proposal team from inception to completion, leading the solution development and technical approach volumes where applicable.

  • Understands environmental complexity to deploy systems in difficult-to-access regions around the globe.

What Required Skills You'll Bring:

  • Active TS (SCI eligible) security clearance required

  • Must have a Bachelor of Science in Software Engineering, Computer Science, or Computer Engineering with a concentration in wireless protocols (2G-5G)

  • Must have a minimum of 10 years of industry or government experience with cellular telecommunications

  • 5G network topology comprehension; SA and NSA configurations, inclusive of FR1 and 2

  • Grasp and understanding of 3GPP specifications and releases

  • Experience with operational EW and/or SIGINT systems supporting the Intelligence Community and Department of Defense

  • Customer fluency in one or more of the following: Intelligence Community, Department of Defense, Department of Justice, and Department of Homeland Security

  • Ability to communicate with technical team members, managers, and customers

  • Solid oral presentation skills

  • Knowledge of wireless telecommunications security practices

  • Working knowledge of collection and exploitation concepts

  • Emotional intelligence (EQ)

  • Extensive knowledge of the technical collection markets, to include management and delivery of software/hardware capabilities in support of those mission areas.

  • Ability to thrive in a dynamic and fast-paced environment.

  • Deep understanding of the DoD and IC acquisition lifecycles.

  • Strong written and oral communication skills, including captivating presentation skills.

Successful candidates must be creative, self-motivated, dedicated, and capable of operating in a quick-reaction development environment to solve complex problems.

Salary Range:

$117,000.00 - $227,900.00
