Vance County Facilities Maintenance Director in Henderson, North Carolina

JOB SUMMARY

The Facilities Maintenance Director performs responsible administrative and supervisory work in planning and directing the maintenance, repair, cleaning and security of county buildings, grounds and other facilities. An employee in this class is responsible for planning, supervising, inspecting, and participating in the maintenance, repair, and cleaning of county buildings, grounds, and facilities. The employee supervises housekeeping and maintenance staff; supervises and participates in semi-skilled level trades repairs for carpentry, plumbing, and other needs; obtains vendors and oversees contracted repairs; and supervises building security and courier services. Work is evaluated through daily conference, observation, comments from service users, and according to the effectiveness of maintaining the buildings, grounds and equipment in satisfactory condition.

ESSENTIAL JOB FUNCTIONS

  • Plans and supervises a group of employees involved in the cleaning and maintenance of buildings and grounds; participates and supervises contractors involved in building and grounds maintenance and cleaning activities; inspects the work to ensure that work meets accepted standards; inspects County buildings and grounds to determine maintenance needs.
  • Trains and supervises department personnel; participates in the hiring and dismissal of personnel with the County Manager; explains and interprets personnel policies to employees.
  • Estimates the cost and repairs on maintenance projects; identifies vendors and oversees contracted repairs including renovations, electrical, plumbing, roofing, carpeting, and related repairs; performs some minor to semi-journey level repairs; repairs furniture, assembles office furniture and equipment; repairs windows, doors and locks; makes minor roofing and plumbing repairs; operates, maintains and inspects HVAC system.
  • Supervises and participates in the operations and monitoring of security cameras, locking and unlocking of buildings, issuance of security passes, and other security measures.
  • Supervise courier service responsible for pickup and delivery of US mail and interdepartmental mail to various County buildings.
  • Provides a preventative maintenance program for staff.
  • Identifies needs and purchases supplies and equipment according to budgeted resources.
  • Determines efficiency and effectiveness of maintenance staff and programs.
  • Performs other related duties as assigned.

QUALIFICATIONS

Education and Experience:

Requires a high school diploma or equivalent and related experience in building and grounds maintenance experience including supervisory experience, or equivalent combination of education and experience.

Licenses or Certifications:

  • Possession of a valid drivers license.

Knowledge, Skills and Abilities:

Knowledge of local government operations, policies and plans, and modern office practices and procedures.

Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.

Knowledge of methods, equipment and materials used in the cleaning, maintenance and repair of office buildings, grounds and facilities.

Knowledge of the county's purchasing and personnel policies.

Knowledge of the maintenance of vehicles and equipment.

Knowledge of building and fire codes.

Knowledge of the application of information technology to HVAC and security systems.

Knowledge of the occupational hazards and safety precautions involved in the work.

Knowledge of supervisory management practices.

Skill in independent judgment and initiative.

Skill in the operation of various types of light equipment normally used in maintenance and repair operations.

Skill in planning and organizing work.

Skill in verbal and written communication.

Ability to plan, organize and supervise the work of others and to set priorities.
