This position may be covered by a Voluntary Employee Beneficiary Association (VEBA) *JOB DUTIES: As a Workforce Performance Manager, you will: * Monitor Quarterly Performance Metrics for WIOA (Workforce Innovation and Opportunity Act) workforce programs, and other federal and state workforce programs. * Collaborate with performance analysts and economists to summarize and disseminate workforce performance metrics. * Collaborate with workforce program managers to support process improvement, policy, and operational guidance to improve workforce programs implementation. * Analyze performance indictors to determine areas of risk and training needs. * Interpret federal guidance on workforce program performance and communicate implications to agency leadership and Data and Operations teams. * Lead technical assistance efforts for workforce programs providers including Job Service offices and non-state contracted providers. * Support the State Workforce Innovation Board (SWIB) including reporting on workforce programs performance, administrative coordination, event/meeting logistics, and serving as a liaison between the SWIB and teams within the Workforce Services Division. KNOWLEDGE, SKILLS AND ABILITES: If you are the right person for this opportunity, you will have the following knowledge, skills or abilities: Knowledge of (or ability to learn in a reasonable amount of time): * The Workforce Innovation Opportunity Act (WIOA) and workforce programs and services * Program evaluation and process improvement * Workflow documentation and process mapping * Data analysis, performance measurement, and business intelligence tools such as Tableau Ability to: * Analyze and interpret economic, workforce, and performance data. * Explain data and technical concepts to audiences with varying degrees of technical proficiency. * Design and deliver training on workforce performance metrics and program implementation. * Stay informed of pertinent labor legislation and public workforce system rules, regulations and policies and interpret performance requirements. * In consultation with program managers, draft comprehensive, consistent and appropriate training and guidance materials for workforce programs and confirm guidance with appropriate staff. MINIMUM QUALIFICATIONS Your preparation for this opportunity could include a combination of relevant experiences including: * A bachelor's degree in one of the following: Mathematics, Data Analytics, Statistics, Computer Science, Political Science, Public Administration, Public Policy, or other relevant fields. * Three years’ experience in agency services or related field OR * Any combination of equivalent experience and education to successfully perform the essential functions of the position will be considered. Preferred Qualifications: * At least five years’ experience in positions that demonstrate skill in data, analysis, workforce services, performance improvement, program evaluation, and/or program management.
