State of Montana Engineering Manager-Water Operations Bureau Chief in Helena, Montana

Work Unit Overview: The Water Operation Bureau administersand implementsthe state’s Dam Safety, Flood Hazard Mapping, Floodplain Management Community Assistance(CAP), and Board of Water Well Contractors(BWWC)programs. The Dam Safety Program regulates the construction,operationand maintenance of Montana’s dams to protect life and property fromdamagedue to failure. The Flood Hazard Mapping Programmanages and updates thestate flood risk and mapping portfolio inpartnership withFEMA andprovides technicalconsultationto communities. The Floodplain ManagementCAPprovides technical and administrativeassistanceto 137locally administered floodplain management programs that include model regulations, training local floodplain administrators, andNational Flood Insurance Program (NFIP)subject matter expertise. Administrative and technical support is provided to the Board of Water Well Contractors involving water well andmonitoringwell construction standards, licensing of water well contractors, water well drillers, andmonitoringwell constructors, andenforcementof construction standards. Job Overview: As Bureau Chief, the incumbentconductsa broad variety ofadministrative,managerial, technical engineering,fiscal,and supervisorydutiesnecessary to plan, orchestrate, direct,oversee,andimplementthe activities of the Bureau. The incumbentis responsible forestablishingthebureau’smissions, goals, andobjectivesandforcarrying out the statutory obligationsof thebureau’s programs. This position directs and coordinates the program activities of the Water Operations Bureau; develops and implements program operating and administrative policies, short andlongtermplans and program objectives, priorities, strategies and goals with oversight of the Division Administrator; ensures program activities are consistent with the laws, rules and regulations; directs statutory enforcement activities and emergency actions for the programs when required and coordinates those activities with the division and department; sets and communicates performance standards and work quantity for program activities and assesses operations; ensures coordination of program activities with activities of other government regulatoryprogramsor other governmental agencies; directs the development, dissemination, interpretation and application of program policiesasappropriate; provides guidance and direction for inter-agency interactions and ensures effective working relationships are maintained; ensures the bureau is working in a coordinated and cooperative manner with other operating entities within the department in carrying out its program activities; keeps the Division Administrator informed of all significant activities or media or legislative inquiries;works closely with new engineering services section;and prepares work progress and other types of reports and presents them to the division administrator, department director or other appropriate authorities. Serves as senior liaisonwith coordinatingstate and federalagencies and stakeholders, including FEMA, USACE, USGS,USBOR,DES,DEQ, and others. Minimum Qualifications (Education and Experience): The position requires a Bachelor of Science degree in Civil Engineering, along with five years’ progressively responsible work experience. Work experience must includethreeyears of progressively responsible supervisory, management, and leadership experience preferably in a natural resource management or an environmental regulatory field. A Professional Engineer’s license is required. AMaster’s degree in Civil Engineeringor closely related fieldis desirable. * * *SPECIAL INFORMATION: * * Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months. * Applicants must be able to climb embankments, walk on uneven surfaces for up to a mile and crawl through confined spaces such as siphon pipes. * Selected candidate may be eligible to receive relocating expenses per DNRC Moving and Relocation policy. *ELIGIBILITY TO WORK: *In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States.
