State of Montana Community Housing Program Specialist in Helena, Montana

About this Position Montana Housing strengthens our vibrant communities by supporting access to safe, affordable and sustainable homes for Montanans whose housing needs are not met by the market. Montana Housing assists with buying a home, down payment assistance, mortgage servicing, Reverse Annuity Mortgages, rental housing assistance and multifamily rental development. This position will work as part of a committed and passionate team that manages three programs financed by the US Department of Housing and Urban Development (HUD) – the Housing Trust fund (HTF), community Development Block Grant (CDBG) and the HOME Investment Partnerships Programs. Responsibilities include: - Coordinate with consultant contracted to complete the Consolidated Plan and Affirmatively Furthering Fair Housing (AFFH) Equity Plan - Interpret program policies and requirements to revise guidelines and administration manuals - Interpret program guidelines, state and federal regulations - Report HOME, HTF and CDBG program data in HUD’s IDIS database - As program requirements change, update policies, procedures, manuals, as applicable - Facilitate activities to solicit public and stakeholder input to Montana’s five-year Consolidated Plan and AFFH Equity Plan by communicating with communities, contractors, developers, other Commerce divisions and other state agencies - Assist with reviewing grant applications to include underwriting the financial viability of proposed projects - Report and resolve violations of program requirements - Act as a subject matter expert and oversee submission to HUD of Montana’s Consolidated Plan, Annual Action Plan and Consolidated Annual Performance Evaluation Report to HUD, to include budgeting funds to the HTF, CDBG, and HOME programs based on input from the public and agency staff - Identify process improvements and assist program manager in implementation * Assist program manager by researching impacts to programs resulting from changes or proposed changes to regulations, specifically pertaining to HUD’s NSPIRE inspection protocol and federal Build America Buy America Act requirements This position is open until filled; with first review date of November 1st, 2024. What are we looking for?__ Education and Experience: · A Bachelor’s Degree in Public Administration, Business Administration, Finance, Humanities or other related are; and · Two (2) years of job-related experience with housing programs that includes housing development finance, property management, and/or grant management. · Alternate combinations of education and experience will be considered on a case-by-case basis.
