First Application Review is January 6, 2025 Department Overview: The Conservation and Resource Development Division coordinates, and provides financial and technical assistance to public and private entities for reclamation, renewable resource, drinking water, wastewater projects and other natural resource concerns. The Office of Conservation Finance provides accounting for the Division’s multiple grant and loan programs. At any point in time, there are more than 400 active grants and loans being administered. Job Overview: This full-time, permanent position with a range of professional accounting and budgeting services to ensure the effective administration of program grants and loans as well as Division budget planning and monitoring. The position works closely with Division staff, Montana Grass Conservation Commission, Western Montana Conservation Commission, Sage Grouse Program, and other program cooperators to establish accounts, monitor compliance, and resolve accounting errors and discrepancies. The incumbent also coordinates with the Division’s Budget Analyst to provide budget research, coordination, and analysis and performs a variety of other duties as assigned by supervisors. Essential Functions (Major Duties or Responsibilities): * Grant and Loan Accounting This position provides professional accounting and financial analysis services to ensure effective administration of various program grants and loans. Duties include evaluating financial documentation to establish accounts; determining fund disbursement and repayment schedules for program cooperators; tracking loan disbursements and repayments; analyzing and evaluating a variety of financial statements to ensure compliance; monitoring bond proceeds accounts; computing final loan draw reconciliation; and adjusting loan repayment schedules as necessary after completion of one-year loan inspections. This requires extensive knowledge of the concepts and theories of accounting and financial management, budgeting, and federal grant requirements and procedures; extensive analytical skills in monitoring compliance, auditing financial reports, and reconciling accounts; and the ability to integrate knowledge and understanding of diverse program requirements, financial reports, and established procedures into consistent accounting practices. Budget Coordination This position coordinates the compilation and analysis of program budget data to provide Division management with essential information for budget planning and monitoring. The incumbent develops and analyzes program budgets; provide information for the preparation of biennial budgets and revenue projections; reconciles Division revenues and expenditures and compiles monthly revenue reports; computes Division’s fiscal year-end accruals; and researches and compiles budget information for legislative proposals and auditors. These duties require knowledge of accounting and financial management, budgeting, and program rules and requirements; advanced skills in the manipulation and application of state accounting and budgeting, spreadsheet, and database software; and the ability to perform complex financial calculations accurately and within inflexible time frames. Other Duties as Assigned - This position performs a variety of other duties in support of ongoing Division and Department operations. This includes managing special projects, representing the Division or Department at various meetings and conferences, and participating in ongoing training and educational programs. This position reports to the Division's Financial Administrator and does not directly supervise others.
