Building Codes Enforcement Officer III

Primary Reason Why Classification Exists To perform residential and commercial building inspections to ensure compliance with City codes and ordinances and state building codes

Illustrative Examples of Work Inspect residential and commercial buildings for compliance with building codes; review new or renovation construction plans; issue permits; maintain records and files and prepare reports Reviews site plans, blue prints, and specifications for new construction; receives applications for permits, validates compliance with building codes, and issues building permits Performs field inspections and re-inspections of residential and commercial facilities for compliance with state building codes and City ordinances; communicates with engineers and architects to ensure they understand and follow the code requirements Interprets and enforces rules and regulations; investigates tenant complaints against landlords; talks with owners and re-inspects to see if corrective measures were completed Performs emergency inspections of structures, electric systems, heating, air, and gas systems; shuts off utilities in emergency situations or for non conformance with ordinances; works with City and County Fire Marshal on fire code violations Implements and enforces stop work orders; writes violations; performs follow up inspections; records, files, and maintains records of inspections, investigations, and actions Responds to inquiries concerning local, state and federal building codes and ordinances Performs daycare facility inspections for the Department of Child Development; performs joint inspections on commercial buildings, restaurant and food service facilities Issues or revokes certificates of occupancies Verifies contractors, engineers, and architects are properly licensed; documents in department files with copies posted with plans Attends required state re-certification courses and voluntary seminars to remain informed on latest developments Trains new inspectors on the process for permits, inspection program, and in field inspections Serves as subject matter expert for the City in the development of local ordinances and policies related to the inspections program Prepares code violation reports in situations of willful disregard of building code requirements and submits to district attorney for prosecution; testifies in court as required Performs related tasks as required

Knowledge, Skills and Abilities Knowledge of all types of building construction materials, methods, and of stages of construction when possible violations and defects may be most easily observed and corrected Knowledge of state building code, laws, and ordinances; knowledge of municipal and county codes and ordinances Knowledge of English grammar and sentence structure equivalent to the 12th grade; knowledge of high school level mathematics sufficient to make measurements and perform calculations on construction projects Ability to set work objectives and develop a plan to accomplish them Ability to detect poor workmanship, inferior materials, and hazards of fire and collapse Ability to read and interpret plans, specifications, and blueprints accurately and to compare them with construction in process Ability to build effective relationships with building owners, contractors, and the public Ability to apply tact and judgment when enforcing ordinances and codes

Physical Requirements This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions. Vocal communication is required for express or exchange ideas by means of the spoken word. Hearing is required to perceive and understand information at normal spoken ord levels. Visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities

Working Conditions The employee is subject to inside and outside environmental conditions, extreme cold and heat, and other workplace hazards encountered in the normal course of work such as heights, metal and wood structures, nails, construction noise, fumes from equipment, dust and dirt, and other hazards normally found on construction projects

Education and Experience Graduation from an accredited community college with an Associates degree or certificate in construction management, engineering, or other related field and a minimum of five (5) years experience in building code inspections at the municipal or county level; Or, any combination of education and experience which will provide the educational, experience, and special certification requirements such as licensed as a general contractor in the State of NC

Special Requirements NC drivers license without restrictions State of NC Level III Building Inspector certification and Level II in all other areas Certified in CPR and First Aid
