Job Summary:

Responsibilities will include but not be limited to planning, managing, giving direction and monitoring of Expediting Specialists on the project in both home office and support office, or at a jobsite in accordance with Project Procurement and Functional Expediting Procedures. Develops and monitors expediting workhour estimates and prepares expediting master pro-forma documents and dashboards.

Location: All project offices in India

Major Responsibilities:

Supervision received

  • Reports to and receives operational direction from the Project Purchasing Manager.

  • Receives functional guidance from the GBU Expediting/ Functional Manager.

Supervision Exercised

  • Provides operational and functional supervision to Expediting personnel assigned on the project

Contact

  • Responsible for coordination with project procurement management, engineering, construction, startup, planning and scheduling, area expediting, and other procurement personnel assigned to the project team.

  • Engagement with key suppliers on the project

  • Manages area expediting personnel assignments to perform project visits.

Education and Experience Requirements:

  • A bachelor’s degree in engineering from a reputed University with 15+ years of industry experience in purchasing and expediting functions.

Required Knowledge and Skills:

  • Participates in the planning, staffing, and budgeting of project and area expediting operations. Monitors expenditure of project and area expediting job-hours and costs to ensure operations are within budget.

  • Development of project specific expediting procedures and pro-forma documents

  • Regularly review staffing and recommend changes if any to ensure effectiveness of expediting.

  • Coordinates with Engineering, planning, and scheduling, for inflow of supplier design information as per project priorities & sequences.

  • Coordinates with Engineering, planning and scheduling, field procurement and construction to establish priorities, sequences, and required delivery dates and ensures suppliers are instructed accordingly.

  • Distributes workload to assigned project expeditors according to the experience and ability of the expeditor, the degree of complexity of the work and the urgency of the need for action.

  • Oversees expediting activities such as kick off meetings, Purchase Order administration and vendor data & material reporting. Responsible for the quality of all work in the expediting group

  • Coordinate with the field procurement to establish a robust preservation and warranty program.

  • Responsible for performance assessment of the expediting team.

  • Responsible for accuracy & completeness of expediting data in the project content management system and digital supply chain system (DSCS)

  • Develop and implement project zippering plan.

  • Manages high level issues with suppliers such as late delivery of vendor data and equipment as per the PO milestones. Assists in the risk management and the resolution of these issues and escalate as appropriate.

  • Establish in vendor print status review, and post-award meetings to review and discuss schedules and potential problem areas that may impact project.

  • Participate and required inputs in pre-award meetings to review and discuss schedules and potential problem areas.

  • Reviews area critical items reports, and expediting assignments prepared by project expeditors and Supplier Performance Database.

  • Conducts regular job familiarization and training for assigned expediting personnel and provides on-the-job training for the team.

  • Monitors shipping arrangements and material receiving reports status at jobsite.

  • Support back charge resolution post material delivery.

  • When assigned to jobsite: Maintains continuing contact with the office project expediting staff to exchange information about jobsite requirements and current order status.

  • Attends construction coordination meetings, coordinates with construction, planning and scheduling, jobsite engineers, and other field procurement staff to ensure that field material requirements receive timely attention and follow-up action

Additional Qualifications:

  • Thorough understanding of equipment and material fabrication steps and methods.

  • Proficiency in monitoring supplier performance, back-charge procedures and the resolution of claims and disputes.

  • Thorough understanding of Logistics and Supplier Quality processes.

  • Proficient in interpreting schedules to ensure that realistic milestones are established, that required activities occur on time, and that interface between activities is maintained.

  • Significant familiarity and knowledge of Bechtel Expediting System Tools including DSCS

  • Advanced knowledge of Excel, a plus is experience with Power BI

  • Skilled in oral and written communication skills regarding technical and production matters with both project and supplier personnel.

  • Significant experience with large equipment suppliers in a project environment

  • Experience communicating with senior management and customer organizations.

  • Knows how to deal professionally with suppliers and project personnel.

  • Capable of providing early warning to the Project Management of supplier deficiencies or schedule slippage.

  • Familiar with how to develop expediting budgets.

  • Familiar with developing and tracking metrics.
