Commonwealth of Pennsylvania Scheduling Program Manager (Design and Construction Project Manager, DGS) in Harrisburg, Pennsylvania

DESCRIPTION OF WORK As the Scheduling Program Manager, you will be responsible for the leadership and performance of the capital project time management program.  This program will implement and administer scheduling services during all phases of capital programs, during planning and pre-design development through design, construction, and post-construction services.  Within this role, you will interpret and implement laws, codes, regulations, policies, and procedures to develop, evaluate, and manage schedules for capital projects in all phases of development and execution.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Telework: You may have the opportunity to work from home (telework).  You would be required to come to Harrisburg at least twice per month.  In order to telework, you must have a securely configured high-speed internet connection.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. QUALIFICATIONS Minimum Experience and Training Requirements: Six years of professional building design, construction administration, or construction management experience for renovations and new construction for commercial, institutional, or educational buildings, and a bachelor's degree in engineering, architecture, construction management, construction science, or a closely related field; or An equivalent combination of experience and training.

Necessary Special Requirements: All positions require possession of a valid license as a Professional Engineer, Registered Architect, Professional Land Surveyor, or Professional Geologist by the Commonwealth of Pennsylvania or a reciprocal jurisdiction; or possession of valid professional level certification issued by a nationally recognized and accredited professional certification program in Master Level of Certified Hazardous Materials Manager (CHMM) or Certified Industrial Hygienist (CIH). You must possess an active Pennsylvania non-commercial Class C driver's license or equivalent.

Additional Requirements: You must have experience simultaneously developing/reviewing/generating project schedules for multiple projects at multiple job sites in the CPM format. You must have experience as a subject matter expert in project scheduling processes including in-depth understanding of pertinent industry standards and expert level experience with common scheduling software.

You must be able to perform essential job functions.

Preferred Qualifications (not required): Experience facilitating meetings, resolving conflict, and promoting collaboration on a project team. Proven management experience with collaboration and conflict resolution skills. Outstanding communication, facilitation and influencing skills with the ability to interface across service functional areas at all levels of Commonwealth agencies. Ability to collaborate and partner with various leadership and subject matter experts. Excellent listening, interpersonal, written and presentation skills. Advanced experience using Microsoft Office products, including Word, Excel, PowerPoint, Outlook, and Project. Experience with e-Builder construction management software. Willingness to travel outside of the Harrisburg area to visit job sites and/or attend meetings to obtain information to assure a complete understanding of the project. Experience leading business process improvement with a strong focus on customer service.
