DESCRIPTION OF WORK As a Purchasing Agent, you will prepare and complete Request for Quotes (RFQ) against Invitations to Qualify (ITQ), Invitation for Bids (IFB), and Non-Merchandise Purchase Orders (PO) for supplies, equipment, and services through the PLCB's Oracle Enterprise Resource Planning (ERP) and related systems. This includes research and preparation of detailed specifications, selection of bidders, scheduling and holding of bid openings, evaluating bids, and makes awards.

You will evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine any need for changes, recommend contract modifications, develop original specifications, and modify existing specifications to minimize discrepancies and establish clear lines of responsibility. Your knowledge of purchasing methods, analytical ability, and independent judgment are essential for timeliness, effectiveness, and client satisfaction.

Work Schedule and Additional Information: Full-time employment Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch. Telework: You may have the opportunity to work from home (telework) full-time, with the exception of reporting to the Northwest Office Building on board meeting dates, once every two to three weeks, and as operational needs dictate. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters Northwest Office Building in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: Three years of experience in purchasing work involving contact with vendors in the procurement of a variety of supplies, materials, equipment, or services; or Three years of experience in requisitioning, receiving, storing, distributing, and maintaining inventory of goods; or An equivalent combination of experience and training. Post-high school education may be substituted on a year-for-year basis for purchasing or stores experience to a maximum of two years.

Legal Requirements: You must pass a background investigation.  An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.  Other criminal convictions will be reviewed on a ase-by-case basis.
