DESCRIPTION OF WORK This is a professional, management-level position located in the Special Populations Unit (SPU). The SPU works directly with the School-Based ACCESS Program, providing support for students receiving health-related services in the school setting, and maintains key relationships with other Departments and contractors for the Commonwealth in managing the day-to-day aspects of this program.

In this role, you will be responsible for reviewing, analyzing, and evaluating statewide Medical Assistance (MA) policies related to MA benefit coverage for MA-eligible Special Populations and MA Program initiatives for Special Populations, including children, pregnant women, persons with disabilities, and beneficiaries with targeted conditions such as obesity. You will also be responsible for aspects of planning, analysis, policy, and program development related to assigned Special Populations policy areas. This position has the responsibility for Healthy Beginnings Plus, Maternal/Child Health, Pediatric Extended Care Centers, and Therapists (OT/PT/Speech/Audiologist). In your support for aspects of the School-Based ACCESS Program, you will interact with both the vendor that supports the program and the local education agencies (LEAs) that participate in the program. You will gather, analyze, and report on program data, and research LEA inquiries about enrollment, eligibility, and claims.

As subject matter expert on assigned policy areas and initiatives, you will review, research, analyze, and interpret federal and state laws, regulations and guidelines, as well as MA Bulletins, policy clarifications, state plan amendments, and responses to correspondence. A great deal of independence and judgement are required in performing these responsibilities.

This position involves a significant amount of research and analysis and requires an attention to detail, as well as the ability to synthesize information, prepare results, and make recommendations. Work involves developing a variety of written products to include Medical Assistance bulletins, public notices, provider handbooks, legislative analyses, briefing materials for the Governor and other executive-level staff, which may at times require a quick response. You will be expected to keep abreast of communications issued by federal and state agencies and consider how that may affect the policy and programs within the SPU. You will participate in both departmental and extra-departmental meetings and represent the MA program. Additionally, you will participate in the departmental decision-making process by participating in numerous implementation committees.

Work Schedule and Additional Information:

Full-time employment, 37.5 hours per week Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, with one day per month in the office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location insid Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor's degree; or An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
