This work also involves the aggregation of program and fiscal data from four regional locations to develop statewide projections on services and develop spending formulas for the distribution of state, federal, and county funds to 67 county child welfare budgets. DESCRIPTION OF WORK This position provides highly complex and advanced technical budget work in the administration of the Needs-Based Plan and Budget (NBPB) Program. You will assist the division director in the development and maintenance of NBPB guidelines, budget file templates, review tools, statewide summaries, and complex excel reports and programs that link each county's budget information for development of an aggregate NBPB expenditure level and revenue allocation recommendation. You will participate in the development and delivery of annual NBPB training to County Children Youth Agency (CCYA) and Juvenile Probation Office (JPO) staff. You will also work with the Office of Children, Youth and Families (OCYF) regional and program staff to determine the appropriate level of funding for a county's recommended certified service levels while providing advanced oversight to the examination of revenue projections of NBPBs for accuracy, completeness, and conformance with procedures, regulations, and policy. In addition, you will supervise the maintenance of the CCYA specific historical budget cycle data utilizing Microsoft Excel.

You will assist the division director in aggregating and analyzing statewide needs-based fiscal and statistical information to develop recommendations for the OCYF child welfare budget by assembling statewide fiscal data, charts, graphs, and reports for use in review of CCYA NBPB and develop automated systems for calculating state, federal, and county revenues based on approved expenditures. You will develop needs-based budget and revenue scenarios and provide analysis of each scenario's strong and weak points and make recommendations for selection. In this role, you will be responsible for the oversight and management of the NBPB resource account, as well as analyze and review federal and state fiscal regulations, policies, procedures, bulletins, and guidelines to determine completeness, reasonableness of method, and usability at the county level. You will also provide recommendations to the supervisor; provide direction to CCYA and JPO on the implementation of policy changes; and refer questions to policy staff or other colleagues as appropriate.

Additionally, you will assist with the monitoring and analysis of the Act 148 quarterly expenditures and revenue reports, federal invoices, and grant allocations to identify excess and under expenditures, as well as unallowable costs and compliance with department instructions and regulations. You will make recommendations to the county or region for corrective action when needed. You will also ensure the compliance with invoicing procedures and resolve issues and procedural and policy misinterpretations. In this position, you will conduct periodic reviews of CCYA and private child and youth agencies' fiscal records using 55 PA Code, Chapters 3140 and 3170, Article VII of the Human Services Code, policy clarificati ns, and policy and procedures bulletins to assess compliance with regulations, as well as prepare fiscal data reports to address outside inquiries from legislators, CCYAs, private providers, professional organizations, and OCYF staff.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch (negotiable). Telework: You may have the opportunity to work from home (telework) part-time up to (2) days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Fiscal Management Specialist 2; or Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or An equivalent combination of experience and training.
