The Bureau of Workforce Partnership and Operations (BWPO), Directors Office is seeking an Employment Security Manager 2 to join us and oversee operations for PA CareerLink offices in Northwestern Pennsylvania, one of six statewide regions. Help lead our team in training and preparing Pennsylvania job seekers for the global workforce!

DESCRIPTION OF WORK

In this position, you will plan, direct, and organize operations for the workforce development system including PA CareerLink offices. Your work will include evaluating and implementing program activities and policies, participating in ongoing quality control activities, making recommendations for improvements, and analyzing proposed legislative changes. You will also manage supervisory staff and assist your subordinates with priorities, planning, and performance within staffing and budget allocations as needed. Effective leadership is essential for ensuring service delivery to targeted jobseeker and employer groups.

In this managerial role, you will also serve as a liaison between the workforce development system and industry partnerships, participating on operator and partner groups responsible for PA CareerLink offices and representing the agency, workforce development system, or the bureau on workgroups and taskforces at meetings, conferences, and other events. Clear and concise communication is essential for these responsibilities, participating in labor-management meetings, and maintaining effective working relationships with internal and external partners and organizations. Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 30-minute lunch. Work hours are negotiable. Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the nearest headquarters office. The office location will be selected by the chosen candidate from the following PA Careerlink offices: Indiana county, Armstrong County, Butler County, Lawrence County, Mercer County, Oil Region, or Erie County. The incumbent is required to travel to each of the PA CareerLink offices in their territory on a regular basis and as needed. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year of experience as an Employment Security Manager 1, or Employment Security Program Manager; or Four years of technical experience in unemployment compensation or public employment service work including one year in a supervisory capacity; and a bachelor's degree; or Four years of managerial, administrative, or consultative work involving planning and coordinating the work of others including three years in a public employment service agency or a closely related program within or outside government service; and a bachelor's degree; or Any equivalent combination of experience and training that included three years in a public employment service agency or a closely related program within or outside government service, including or supplemented by one year of supervisory experience.
