The Pennsylvania Department of Health (DOH) is searching for a qualified and independent Data Analytics Specialist 1 to assist with the development, implementation, and improvement of a department-wide Quality Improvement (QI) and Performance Management (PM) program. This position plays a lead role in the implementation of a new software-based system from start to finish. This includes identifying meaningful data inputs, developing a working data model, and continuously improving the system. You will also support quality improvement projects by collecting and analyzing data to measure the improvement. DESCRIPTION OF WORK As a Data Analytics Specialist for the DOH, you play critical roles in both QI and PM. These responsibilities are interconnected, and require both project management skills and facilitation skills. Each also has distinct roles. The QI portion of the work involves developing, implementing, and evaluating QI initiatives. This includes utilizing proven methods and tools to facilitate structured problem solving, and teaching others to do the same. The PM portion of the work involves the gathering, monitoring, and reporting of program performance data, then creating both short and long-term plans, setting targets, delegating and tracking tasks, reporting progress, and achieving desired outcomes.

Work Schedule and Additional Information:

Full-time employment, 37.5-hour work week Work hours are 8:30 AM to 5:00 PM, Monday to Friday, with 60-minute lunch. Telework: Telework eligible full-time with 1 day a month in the office. You will have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. Successful completion of the Data Analytics Trainee program (commonwealth title);or Two years of professional quantitative analytical experience utilizing data preparation, statistical analysis, or data visualization software programs and a bachelor's degree in statistics, applied mathematics, computer science, data science, economics, actuarial science, geographic information systems (GIS), or a related STEM field (science, technology, engineering, and mathematics); Thirty (30) graduate credits in data analytics or a closely related field may be substituted for one year of the required experience;or An equivalent combination of experience and training.
