The Capital Plan Manager in the DGS Capital Programs' Bureau of Capital Projects Planning and Procurement implements and maintains an overall five-year Capital (construction) Plan for agencies under the governor's jurisdiction. The Capital Plan Manager will maintain a human-centered environment within the Bureau while striving to provide an exceptional Client Agency experience. The Capital Plan Manger must exhibit a passion for details and demonstrate the ability to manage a complex and diverse Client Agency facility portfolio with Excel spreadsheets and construction management software.
DESCRIPTION OF WORK
As the Capital Plan Manager, you will coordinate with Bureau personnel, Client Agency representatives and the budget office to maintain a comprehensive Capital Plan to support the development of facilities that enhance each Client Agency's missions, vision, values, and goals in an efficient, timely and cost-effective manner. You will assist in the prioritizing of capital construction projects based on an understanding reasonable design and construction schedules within the limits of annual budget allocations. Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time, working in the office one day per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as an Administrative Officer 3 (Commonwealth title); or Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university; or Any equivalent combination of experience and training.
Additional Requirements: You must possess a college degree in a construction-related major or have at least 5 years of professional work experience in capital facility planning. You must have at least 5 years of proven experience leading business process improvement and lean methodology, with a strong focus on communication, customer service, collaboration, and conflict resolution. You must be able to perform essential job functions.
Preferred Qualifications (not required): Advanced experience using Microsoft Office products Experience utilizing any project management software and/or applications Experience creating cashflow plans or completing cash flow analysis Demonstrated strong quantitative, analytical, and critical thinking skills Demonstrated use of data analysis and metrics to drive decision-making and continuous improvement Experience with project management Experience developing Capital Plans Experience with the traditional design and construction project delivery process.
