Reference #: 4390982 THE POSITION Are you looking for an exciting career in which you can utilize your information technology (IT) skills while providing valuable services for the Commonwealth?  The Health and Human Services (HHS) IT Delivery Center provides end-to-end IT services to all staff in the Department of Human Services (DHS), the Department of Health (DOH), the Department of Drug and Alcohol Programs (DDAP), and the Pennsylvania Department of Aging (PDA).  An Applications Developer 2 is needed within the Data Analysis Unit to provide support for spatial services such as developing web map applications along with using other Geographic Information System (GIS) software/applications.  If you would like to be part of an exciting team that provides essential services to the agencies we support, apply now!

DESCRIPTION OF WORK

As an Applications Developer 2, you will provide enterprise level Geographic Information Systems (GIS) support for GIS web services, GIS web applications, and the GIS infrastructure which includes maps and web services.  This includes development of new web map applications and troubleshooting/supporting existing web map applications.  Duties are accomplished utilizing the Environmental Systems Research Institute, Inc. (ESRI) ArcGIS software suite along with the Innovative Systems i/Lytics PostLocate address verification/standardization software.  We are looking for someone who has experience working with Oracle and SQL Server databases, utilizing Azure Cloud services, programming using C#, Visual BASIC, Python, JavaScript, SQL and .NET web development tools.

Mentoring will be provided by our GIS coordinator on the other enterprise GIS services that we provide such as: spatial layer creation and modification, weekly and monthly data refreshes, address verification/standardization, geocoding of existing datasets, integration of US Census datasets, utilization of desktop software in map creation, and the enterprise GIS server maintenance/support.

Work Schedule and Additional Information:

Full-time employment

Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

Telework: You must come into the office a minimum of one day each month.  You will be expected to work from home (telework) for the remainder of your work schedule, however this could change, and you may be required to come into the office more frequently.  The office is headquartered at 2525 North 7th Street, Harrisburg.  You must have a securely configured high-speed Internet connection.  If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

Although this is a telework position, you will be required to come to the Harrisburg office to pick up your equipment.  Other reasons for coming into the office include changes to the current telework that would require staff to come into the office, to attend training and mandatory meetings, or on an ad hoc basis.  Your supervisor will give you at least a 24-hour notice and all travel will be at your own expense.  Parking is located at the building and is free.

Salary:Selected candidates, who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary (before taxes) of $64,959.

QUALIFICATIONS Minimum Experience and Training Requirements:

One year as an Applications Developer 1 or Computer Programmer 3; or

Four years of information technology experience that includes two years of experience in applications development or applications maintenance; or

Two years of information technology experience in applications development or applications maintenance, a d an associate's degree in any information technology field; or

A bachelor's degree in any information technology field.
