Air Force Materiel Command Operations Research Analyst/Computer Scientist/General Engineer (Test and Evaluation) in Hanscom AFB, Massachusetts

The primary purpose of this position is To provide expert Test & Evaluation and Cybersecurity consultation, planning, and execution for All-domain C4ISR weapon systems. Responsibilities 1. Serve as a Test Subject Matter Expert within the unit. Works with program offices to coordinate comprehensive and efficient test processes from early developmental testing with the contractor through operational test efforts and sustainment. 2. Establishes, develops, and maintains effective working relationships with program office, users, other test organizations, and senior leadership. 3. As a recognized test expert, provides technical guidance and advisory support over the span of testing programs and/or phases within mission areas. 4. Prepares for and participates in government and contractor reviews/briefings/meetings. Provides test-related technical representation to review boards and other meetings or conferences. Examples of specialized experience include: I meet the basic education requirements for a NH-0801-3, and I have, or will have within 120 days of the closing of this announcement, at least one full year of specialized experience at the NH-02 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sections). My experience includes providing test planning, execution, data collection, data analysis, and reporting of munitions related test programs and aircraft systems in support of test and evaluation. Note: You must submit a copy of official transcripts / Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. I meet the basic education requirements for an NH-1515-3, and I have, or will have within 120 days of the closing of this announcement, at least one full year of specialized experience at the NH-02 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sections). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques applicable to test and evaluation (T&E), and serving as an expert in T&E planning and management. 2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and Test organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. 3. In-depth knowledge of testing and evaluation processes and procedures sufficient to organize and plan the DT&E phase of test programs (to include joint/integrated) and to ensure that the system requirements, needed interfaces and equipment capabilities, and program management factors are considered in the planning, conducting, analyzing, and reporting phases. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Ability to establish and maintain effective relationships, build consensus and coalitions, negotiate, and resolve conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. 6. Knowledge and skill to effectively report and brief results of tests to program managers and chief developmental testers to negotiate and/or defend test findings and to advocate for courses of actions to solve complex issues. 7. Ability to exercise a high degree of initiative, foresight, creativeness and independent judgment in direction of strategic plans and efforts, and in the effective utilization of assigned resources. 8. Broad understanding of acquisition program management concepts, to include understanding DOD and AF philosophy and policies.
